Context:

Under the direct supervision of the Chief of Mission (CoM) in Bamako, Mali and working in close coordination with the Transition and Recovery Division (TRD) and the Department of Operations and Emergencies (DOE) at IOM Headquarters (HQs) and the Regional Thematic Specialists (RTS) at the IOM Regional Offices in Dakar the successful candidate will be responsible for the overall management, coordination and implementation of Disarmament, Demobilization and Reintegration (DDR) programming in Mali. S/he will join an IOM mission addressing crisis, conflict and urgent peacebuilding and stabilization needs in a transitional context. S/he will discharge a range of duties and provide overall guidance for IOM's DDR like activities, including interim stabilization measures, the safety of disengaged members of armed groups, Community Violence Reduction activities and actions aiming at increasing the community capacity to receive and reintegrate members of armed groups.

Core Functions / Responsibilities:

1. Manage the financial, administrative and programmatic aspects of DDR and DDR related

activities, in close cooperation with Mission financial staff and in accordance with IOM standards and operating modalities.

1. Supervise the tracking of all programme expenditures to ensure budget recommendations are met and financial tracking instruments are reconciled and that all funds are spent in accordance with IOM standards and donor expectations.
2. Develop, update and maintain DDR program strategy, operating parameters and procedures in consultation with the Chief of Mission and TRD.
3. Periodically tune all programmatic systems, including registration, transportation, transit site rehabilitation, and care/maintenance, and reintegration activities in communities of return.
4. Support the Chief of Mission to further and enhance the objectives of the DDR programming in discussions with international and national counterparts, including donors, and seek programmatic partnerships and synergies when appropriate.
5. Undertake regular site program monitoring and field travel to the extent that security conditions allow.
6. Maintain regular program reporting and outreach to all program counterparts including UN/ MINUSMA, national authorities and donor partners.
7. Supervise the creation and maintenance of the programmes database and ensure adherence to IOMs data protection policies.
8. Coordinate with primary stakeholders inside the Organization, including regional an HQ

counterparts.

1. Manage the selection, hiring, training and oversight of international and/or local staff hired for DDR.
2. Direct and supervise the IOM team implementing DDR an DDR like programs
3. In coordination with the CoM, assess, develop, plan and oversee all related contracting of staff, technical experts or service providers in relation to DDR programming.
4. Regularly provide to the COM, updates and recommendations for operational improvements.
5. Undertake regular and ongoing opportunities and risk analysis for programme activities against Organizational mandate and programme objectives; update and regularly promote risk management strategies.
6. Uphold security procedures and requirements towards ensuring the safety and integrity of programme staff and operations
7. Participate in appropriate policy and operational United Nations Country Team agency mechanisms, in particular with a view to inserting related issues into the United Nations Development Assistance Framework (UNDAF).
8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Masters degree in Development, Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the above fields with nine years of relevant professional experience.

Experience

• Operational field experience in programme formulation, implementation and evaluation relating to demobilization and reintegration of combatants;

• Field experience at an international level with specialized international agencies (United Nations Agencies, International Organizations, and Government Organizations) and in complex crisis operations, including conflict and conflict situations;

• Previous work experience in led recovery and stabilization programmes grant economic improvement and/or conflict mitigation components;

• Previous experience in supervising staff;

• Thorough knowledge of the United Nations Department of Safety and Security protocols and experience managing staff in a Phase III or above security environment;

• Experience in setting clear tasks and building with staff from diverse environments and backgrounds and in UNDSS phased security areas.

• Sound and proven understanding of internal and international migration issues in West

/Central Africa, the region and related issues;

• Knowledge of the region is an advantage.

Languages

Fluency in English and French is required.
