PCI/Liberia PEER Final Evaluation Consultant

PCI/LIBERIA PEER FINAL EVALUATION REQUEST FOR LETTERS OF INTEREST
  1. Introduction
Project Concern International (PCI) is an international non-governmental organization that has been working in Liberia since 2010. PCI is currently implementing an Emergency Food Security Program (EFSP) “Protect and Empower for Ebola Resilience” (PEER) in Grand Cape Mount and Bomi Counties, funded by USAID Office of Food for Peace (FFP).
The Ebola outbreak adversely affected the economic and agricultural activities of all Liberians. The goal of the PEER project is reduced food insecurity among Ebola Virus Disease (EVD) affected and other vulnerable households in Bomi and Grand Cape Mount counties in Liberia. The specific objectives of PEER are:
  • Food access increased for EVD affected and other vulnerable households
  • Food availability increased for EVD affected and other vulnerable households.
  • (Cross-cutting) Ensure the protection of women, girls and vulnerable populations in all project activities
PCI’s PEER/EFSP project operates in close collaboration with District and County governments, and target communities.
  1. Objective & Scope of Evaluation
PCI is seeking a consultant or firm to lead an external Final Evaluation. The Final Evaluation will build on the baseline evaluation to enhance learning and understanding of project results and to assess project outcomes. The evaluation uses quantitative and qualitative methods and its objectives are to:
  • Examine how PEER has been efficient and effective in responding to emergency food need of EVD affected and other vulnerable households through UCT, CFW and AIV;
  • Assess the performance of three FFP impact indicators;
  • Assess the achievement made against the life of project targets;
  • Evaluate the performance the cash transfer modality against other alternatives;
  • Identify key strengths, weaknesses, constraints/challenges and successes during implementation;
  • Suggest recommendations on relevant EFSP responses and activities for future programming in the target counties/Liberia.
III. Deliverables
The consultant shall deliver the following products:
  1. Evaluation work plan (data collection, data treatment and analysis plan, indicator tabulation plan, report outline, etc.
  2. Update or create data collection tools, as appropriate/needed, with PCI approval
  3. Initial Inception Report
  4. Draft Comprehensive Evaluation Report
  5. Presentation of key findings to PCI and stakeholders
  6. Highlights Paper
  7. Final Comprehensive Evaluation Report
  8. Complete, cleaned evaluation data sets with corresponding documentation/data library
  9. Estimated Timeline
The consultancy is expected to begin on or shortly after June 20, 2016, and conclude on or about August 11, 2016.
  1. Qualifications
The applicant or team should meet the following minimum requirements:
  • Master’s degree in social / health sciences or related field, such as Development Economics, Agricultural Economics, Rural Development, Agriculture, Food Security and/or related areas;
  • Specialist in food security with 10+ years’ experience managing designing, implementing and evaluating emergency food security or development projects in developing countries, with particular experience in unconditional cash transfers (UCT), cash for work (CFW) and agriculture input vouchers (AIV).
  • Proven track record leading USAID project evaluations and producing quality reports
  • Proven knowledge and experience in monitoring and evaluation of USAID Title II FFP projects, extensive qualitative and quantitative research and quantitative data analysis experience using statistical software’s (SPSS, STATA, or others).
  • Proven ability to work with community and Liberia government stakeholders.
  • Proven consultancy and/or work experience with international NGOs, preferably with USAID projects as well as experience with other international and bilateral organizations on food security
  • Good knowledge of Project Cycle Management, Monitoring and Evaluation
  • Excellent writing and presentation skills
  • Good teamwork spirit and inter-cultural sensitivity
  • Excellent team leading, communication and analytical skills
The lead consultant is expected to provide an agriculture specialist, statistician/data manager and data quality supervisor with extensive experience in managing USAID/FFP projects in developing countries, recruit and train enumerators, and carry out standard quantitative and qualitative surveys.
