BACKGROUND
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position ofMedical Coordinator for our Sudanese refugee program in Guereda, Chad.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps has been operating in Chad since 2004, primarily in the East of the country close to the Darfour border. International Medical Corps is mainly running nutritional activities in Chad where an emergency crisis is felt on the Sahel belt. International Medical Corps has also been supporting Sudanese refugee in Guereda and Iriba (East of Chad). Currently, IMC is running three programs in Chad: one on the East (Guereda) assisting Sudanese refugees by providing primary and secondary health care and nutritional program within two camps, one in Abudeia providing nutritional assistance to residents, and one in lake region (Bagasola/Bol) providing primary health care and nutritional assistance (with a small Food Security component) to residents. As of 2014, International Medical Corps has planned to expand its areas of operation to include surgical activities in South of the country with the current crisis in CAR moving toward the Southern border of Chad (we are currently seeking for donors support).
JOB SUMMARY
Through a one year project funded by PRM and UNHCR, International Medical Corps seek to prevent and reduce excess mortality and morbidity of refugees and resident communities through health, mental health nutrition and sensitization interventions in Mile and Kounoungou camps (Guereda) in Wadi Fira region. IMC manage two health centers in both camps and a nutrition stabilization center in Guereda hospital. As part of the implementing team, a field coordinator is required to manage the program with the assistance of a second expatriate (a project officer). He will be mainly in charge of the medical side of the program and also of security and leading the program to reach the objectives defined. Of course the field will be in charge of the program management, but most of his job will be to improve medical quality and manage the medical side of the program (the project officer who assist him is mainly working in HR, Finance, Logistic and reporting areas).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Medical Management
- Conduct routine and medical consultation when needed
- Assess local capacity of doctors and health care teams and conduct training regarding consultation, prescription and treatment for severe malnourished children, primary health care consultation, complicated case transfer to hospitalization and pregnant women. Does prescription and diagnostic audit and check that medical protocol are well followed by the IMC medical team
- Main scope of medical intervention leading to on the job training will be: malnutrition, primary health care, reproductive health, patient stabilization and transfer to the hospital
- Follow up of patients transferred in the Guereda hospital for secondary health care
- Make sure, with his team of doctors, that nutritional stabilization center in the hospital is at least benefiting of a daily visit of the IMC doctor to assess the medical statement of the patients and re-orient treatment if needed
- Compile weekly, monthly and quarterly statistics and activity reports and submit relevant information to the Medical Director and CD
- Submit required activity reports and statistics
- Anticipate changing needs and emergencies. Advise CD and medical director if new medical needs are identified
- Follow drugs consumption and in charge of drugs orders. Also follow PPN+Food+F100+F75 consumption and anticipate shortage and submit orders in time
- In a general way, make sure medical quality achieve a certain standard which is not yet reach (reduce mistake of diagnosis and prescription, reduce waste of drugs and shortage of drugs, improve hygiene)
Program management and HR management
Assisted by the project officer (who is a fluent English speaker in charge of following reporting, finance, HR and logistic), the field co will:
- Oversee program personnel and assume accountability for the timely, effective and efficient implementation of the various programs
- Oversee administrative, human resources, logistics and financial management of the field office
- Ensure compliance to donor rules, regulations and reporting deadlines. With support from Finance Administrative Director, provide technical leadership in managing Grants Agreements
- Provide program cycle leadership in national staff capacity building
- Oversee accurate financial forecasting at Field Office level with a view to contributing to accurate grants pipelines, track budget expenditure with operations and programs staff to ensure appropriate spending projections, timely procurement and activity implementation
- With support of the Country Director and other members of the Senior Management Team, develop systems and procedures to ensure smooth running of field office in line with International Medical Corps' global and country-specific guidelines
- Participate as part of Country Leadership Team on issues of strategic planning, promotion of International Medical Corps' Program Framework; and other macro projects
- Participate to proposal writing and donors intermediate and finale reports regarding Guereda program according to guidelines provided by SMT
- Recruit, train and supervise national staff as necessary; participate in recruitment of international staff as required
- Determine training needs staff and identify Key staff for guiding them to higher position
- Ensure that monthly technical and support functions reports are sent timely to the senior management team
- Supervise the day-to-day health staff to ensure smooth and effective operations
- Ensure compliance to local labor laws including working hours
- Maintain open lines of communications with all field staff
Representation
- Liaise with WFP, UNHCR, other UN agencies, international and national NGOs, and government departments (especially governor, prefet and MoH) present in the region to foster partnership and coordination with key International Medical Corps' stakeholders.
- Represent International Medical Corps at local and regional levels, as well as for internal and external visitors. Coordinate the visits of Donors, Stakeholders and Personnel in the field
- Ensure positive interaction and good relations with partners in the region;
- Attend health coordination meetings as well as other coordination meetings which are relevant to country programs
- Ensure maximum visibility of the agency amongst the NGO and UN community
- Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
Security
- With support from the Country Director and the Global Security Advisor, update security guidelines for International Medical Corps field office and ensure their acknowledgement and adherence
- Develop a security network to be inform of the security/context situation in the lake region
- Is in charge of writing the weekly security report and send it to the HQ
- Other duties as requested by the supervisor
QUALIFICATIONS
- While performing duties of the job, the employee frequently works in precarious and remote places. The employee is usually employed in areas of civil strife, which often result in an unstable security environment. Regularly work in outdoor extreme weather conditions.
- Medical degree for Medical Doctor
- Minimum of eight years of humanitarian medical field experience in required, of which two years should be of coordinator position (field coordinator at least one concrete experience, and could also have medical coordinator experience)
- Concrete experience in nutrition, primary health cares, SGVB, outbreak (including malaria, measles and cholera), secondary health care, HIV
- Concrete experience in exercising medicine in Africa
- Already had experience war affected areas or had to deal with criminal treats in his working areas. Ability to cope with insecurity
- Must have excellent self-motivation skills
- Experience in effectively dealing with international and national staff
- Ability to exercise sound judgment and make decisions independently
- Extremely flexible, and have the ability to cope with stressful situations and frustrations
- Ability to relate to and motivate staff effectively
- Creativity and the ability to work with limited resources
- Excellent decision making skills
- Must work independently under difficult conditions
- Must be able to take on non-medical responsibilities from time to time to cover for other team members
- Must have good communications skills
- Proven capabilities in leadership required
- Strong negotiation, interpersonal and organization skills
- Fluency in French required
- Knowing donors reporting is appreciable (but not decisive as the project officer is really involved in reporting)
- Speaking English is appreciable (but not decisive as the project officer is really involved in English reporting)
