Consultancy - LWF ETHIOPIA Country Strategy Development and Organizational Development /OD/Study
The Lutheran World Federation (LWF) Ethiopia Program is currently accepting technical proposals from consultants/consulting firms with demonstrated capacity to undertake and facilitate the development of its country strategy and organizational development study
Background
The Lutheran World Federation (LWF) Ethiopia is an International NGO operating in Ethiopia and engaged in implementing humanitarian and development projects. The country program has now commenced the process for development of its third country strategy that will be implemented as of January 2016.
The country strategy period that ended in December 2014 was marked by LWF’s active involvement in vast refugee operations in four border areas of the country providing essential services to refugees from Somalia, Sudan and South Sudan. At the end of 2014, an end of strategy evaluation was carried out by external consultants. The evaluation report highlighted a number of important structural, operational and program-related recommendations. The evaluation findings and recommendations will inform the new country strategy 2016-2021 as much as possible.
The new country strategy is going to be designed for a period of six years from 2016-2021 with 2015 being a bridging year. The process for the new country strategy development commences during the second quarter of 2015 and will be finalized around beginning of the fourth quarter. The recommendations of the country strategy evaluation will be addressed through two simultaneous processes i.e. the country strategy (CS) and the recommended restructuring of LWF Ethiopia. As per LWF's standard procedure, the CS and organizational restructuring study will be conducted by external consultants with the required levels of experience and expertise.
The Terms of Reference (TOR) is prepared to provide a framework on the planned LWF Ethiopia country strategy development (2016-2021) culminating in a final Country Strategy 2016-2021 which will involve the participation of key stakeholders of the LWF Ethiopia program at all levels.
The TOR also aims to guide the restructuring processes that the country program envisions to set up in order to improve organizational efficiency and effectiveness. The country strategy development will go together with Organizational Development (OD) and Structure study which is a separate assignment.
Objective of the Consultancy Assignment
The main objective is to formulate a country strategy for the work of LWF Ethiopia for the period 2016-2021 which will guide the approaches and focus of interventions of LWF Ethiopia. It is also envisaged that the country strategy process will define the programmatic and organizational directions and priorities of the country program for the period 2016-2021.
The CS process will also be accompanied by study of the country program’s organizational structure i.e. OD and restructuring.
