The EIB, the European Union’s bank, is seeking to recruit for its Projects Directorate (PJ) – Energy Department (ENERGY) at its headquarters in Luxembourg:
(Senior) Energy Engineers
The term of this contract will be 4 years
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,
with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
(This is a preliminary campaign in anticipation of future vacancies)
Purpose
The Project Directorate’s mission is to provide advice to the Bank’s decision makers on the sector policy to be followed and on the quality of projects. It provides thus independent opinions on the quality and risks of projects and on sector issues. It also plays an important role in advising promoters on the development and implementation of projects. It is involved in policy formulation for the Bank to respond to EU policies. To accomplish its role, PJ is mainly staffed with sector experts (Engineers, Economists, Environmental and Social experts).
The successful candidate will join the Energy Department of the Project Directorate. S/he will assess, within a multi-disciplinary team, the economic, technical and environmental viability of capital investment projects in the Energy sector and will contribute towards the elaboration of the Bank’s operational strategy in this sector. S/he will provide technical advice to internal and external stakeholders and represent the Bank at external events and during missions. S/he would need to have expertise and experience in one or more of the following areas: energy efficiency in buildings, district heating, renewable energy, energy RDI, electricity grids including storage, gas grids including LNG and storage, conventional thermal power generation.
Operating network
Depending on their specific expertise the successful candidates will be part of one of the divisions of the ENERGY Department of which there are currently three:
- Energy Efficiency and Small Scale Energy Projects (EE&SE) Division
- Renewable Energy and Energy RDI (RE&RDI) Division
- Energy Networks and Conventional Power (ENSEC) Division
S/he will report to the respective Head of Division and work in close contact with the other professional staff of the Energy Department, other PJ departments and EIB staff, notably those participating in lending operations. S/he will need to work with a high degree of autonomy, maintaining external contacts with firms, organisations, public authorities, international finance institutions and EU institutions, as appropriate and representing the EIB at high level meetings with promoters and EU counterparts and/or at external events. Participation in horizontal tasks within the Energy Department and across PJ may also be envisaged.
Accountabilities
- Ensure technical assessment, within multidisciplinary teams, of investment projects and programmes concerning energy matters, including compliance with EU and EIB's environmental and procurement policies, to the required quality standards
- Assess the technical viability, of investment projects and programmes in the energy sector, both in the EU Member States and in the other countries where the Bank operates taking into account the Bank’s safeguards and policies in environmental, social and procurement matters
- Cooperate closely with the Lending Directorates and provide assistance to the early screening of investments and prepare incisive appraisal reports of projects and programmes in order to determine if they can be co-financed by the EIB
- Monitor on-going projects in order to verify their alignment with the agreed objectives, EIB safeguards and prepare the corresponding project completion reports after the last disbursement
- Prepare technical specifications for the procurement of consultants and supervise the intermediate and final deliverables of those consultants
- Liaise with co-financiers (e.g. other IFIs and/or the European Commission) on project-related and energy policy/sector matters
- Track the evolution of the legal and regulatory framework for the projects as well as the applicable EIB lending policy, including active representation at selected sectorial events
- Produce sector, policy and other papers related to energy matters when required
Qualifications
- University degree in Engineering in relevant fields covered by the divisions of the Energy Department
- A post-graduate degree at Master’s level or equivalent would be an advantage and a multidisciplinary background an asset
- Minimum of 8 years of professional experience in the energy sector covering the main aspects of the project cycle (feasibility, design, development, management and operation)
- Good knowledge of the energy sector including the EU policies and regulatory aspects with relevance in the area of energy efficiency, renewable energy, electricity and gas networks and
co-generation - Good knowledge of environmental and procurement aspects
- Excellent knowledge of English and French (*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in one of the two languages. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of the relevant language and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
