GENERAL POSITION SUMMARY:
The Mercy Corps Central African Republic (CAR) Country Director (CD) is an innovative and visionary leader responsible for resourcefully managing all programming in CAR. S/he has held senior roles in formulating strategic direction within an international development context and is capable of developing sustainable, multi-sector programming, and being accountable to beneficiaries and donors, placing a high value on innovative solutions to development issues and creative partnerships in tough environments. The CD has supervisory responsibility for the 180 member country team and a budget of approximately $8 million per year, with funding from USAID, DFID, the European Commission, United Nations and other private donors and foundations.
PROGRAM/ DEPARTMENT SUMMARY:
Since 2007, Mercy Corps has worked in Central African Republic, a country that has experienced for many decades poor governance, high poverty and inequality, lack of investment from the private sector, and conflict. CAR is one of the world's least developed and poorest countries ranking 180 out of 186 countries on the UNDP's Human Development Index. Its population of 4.5 million inhabitants is spread over a vast territory of 623,000 km2 approximately the size of France and Belgium together, and 39% live in urban areas. Most people in CAR face chronic fragility, caused by conflict; weak government institutions that fail to deliver services to the population, and a general lack of governance that has plagued CAR since its independence in 1960. Since then, the country has been trapped in a cycle of conflict and underdevelopment.
Mercy Corps' current strategy in CAR is focused on promoting human rights and the protection of vulnerable populations especially survivors of gender based violence (GBV), promoting peace and reconciliation between communities to restore social cohesion and inclusion, restoring economic development, access to markets, and financial services at the community level, and respond to the emergency needs of displaced peoples and returnees so that they can reconstruct their livelihoods.
