Programme Support Officer (PSO)

GOAL Malawi began operations in 2002 and today operates an integrated, multi-sectorial relief, recovery and development programme in three Districts in southern Malawi. GOAL is a low cost, high impact organization with a commitment to results based management and value for money. GOAL Malawi has a permanent staff of more than one hundred staff members (6% international, and 94% national) and an annual budget in excess of EUR€4,000,000 via a number of dependable institutional and private donors which provides particular capacity for grant cost sharing.
Key sectors/programmatic focus includes resilience, livelihoods, DRR, WASH, food security, nutrition, community health including SRH and HIV. GOAL enjoys strong ties to government and non-state actors and leverages opportunities for private sector engagement where feasible.
GOAL Malawi (GM) is committed to quality programming to achieve our aim of reducing poverty and increasing resilience. GM promotes this aim through the Vertical Integrated Programme (VIP) approach which facilitates multi-sectorial, integrated and holistic programming aligned to the Hyogo Framework for Action. GM operates according to participatory and contextually relevant methodologies most notably Community lead Total Sanitation (CLTS), Sanitation Marketing, Designing for Behaviour Change (DBC), and the Demand Response Approach (DRA) to encourage community ownership, buy-in and behaviour change for long term sustainable development outcomes. GM promotes a market development approach to support increased income generation. Partnership, transparency and accountability are key priorities for GM and promoted in all aspects of programming through models such as Social Accountability.
General Description of the Role:
The overall objective of the post is to provide support to GOAL Malawi’s programme both at head office and field level. The Programme Support Officer (PSO) reports to the Assistant Country Director - Programmes (ACD-P) and works closely with the relevant technical advisors and programme managers on proposal development and donor reporting. The post will involve regular travel to field sites (approximately 30%).
Key Duties:
Donor Proposals and Report:
· Coordinate the development of quality donor proposals, facilitating input from the programme managers, technical advisor, field teams, finance, HR, logistics and other relevant departments - writing and editing input as required.
· Coordinate the development and timely submission of donor reports, programme reports internally and to HQ and all other reporting obligations -writing and editing input as required.
· Provide information to the programmes and other support departments on the proposals and reports.
Programme Support:
· Support the ACD-Programmes in strategy review and programme development.
· Support the ACD-Programmes and MEAL Co in developing and implementing M&E systems.
· Conduct programmes inductions for new members of staff as required.
Information Management:
· Maintain and update proposal and reporting calendar ensuring all concerned are aware of the reporting schedule and their specific roles
· Ensure effective documentation and filing of meeting notes and action points.
· Maintain and update the programme information database (indicators, programme staff movements, workplans, internal reports, project overviews).
· Facilitate, participate in and document project reviews and evaluations and ensure learning is understood and disseminated to field and head office-based stakeholders.
· As agreed with the ACD-Programmes, represent GOAL Malawi as appropriate at external fora.
Requirements:
· Degree or post-graduate qualification ideally with a specialisation in development, humanitarian aid, international law, social sciences or another relevant field.
· Excellent analytical and writing skills in English.
· Familiarity and ideally one year’s experience with proposal writing, logical framework development and donor reporting (UNICEF, DFID, ECHO, Irish Aid, USAID/OFDA etc).
· Excellent IT skills, especially in Word and Excel with ability to analyse data and interpret statistical information.
· Ability to work under pressure, and prioritise workload according to the changing needs of the programme.
· Experience of relief and/or development programmes an advantage.
· Strong interpersonal skills, ability to work in a team, and a commitment to capacity building.
· Enthusiastic, flexible and with the ability to work long hours in sometimes remote contexts to meet the needs of the programme.
· Understanding of mainstreaming principles, including gender, child protection, the environment HIV and Disaster Risk Reduction.
· Experience/knowledge of Malawi desirable.
· Voluntary or paid work in a similar position overseas is also desirable
