The Green Climate Fund (the Fund) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. The Fund will pursue a country-driven approach in its operations.
The Fund is governed by a Board, composed of an equal representation of developed and developing countries; the Board oversees the operation of all relevant components of the Fund. The Fund is serviced by an independent Secretariat, which is accountable to the Board and headed by an Executive Director. The Secretariat is responsible for the day-to-day management of the Fund. The Secretariat is located at the Fund’s headquarters in Songdo, Incheon City, in the Republic of Korea.
The Fund is looking for a Regional Consultant for Africa who will primarily report to the Fund’s Country Operational Dialogue Manager. S/he will will be remotely based. The consultancy is for an initial one year period. This is a unique opportunity to be part of a start-up organization that offers stimulating challenges. Role The Regional Consultant for Africa will advise and support the Secretariat in its engagement with African countries in all matters related to the Fund’s operations in the region, and in particular, to respond to requests from developing countries in the region for funding from the Fund’s Readiness and Preparatory Support Programme.
Duties and Responsibilities
The Regional Consultant will:
- Support engagement with governments, development agencies, civil society organisations, and private sector stakeholders in their respective regions to: a) Guide countries on the best-practice guidelines for strengthening national designated authorities (NDAs) or focal points, including through country coordination mechanisms, and multi-stakeholder engagement; b) Guide countries on the development of strategic frameworks, including country programmes; c) Guide countries on the selection of potential entities for accreditation, and assist applicant entities through the process accreditation where necessary; d) Guide countries and entities on the development of projects and programmes, particularly where they request proposal development support; and e) Facilitate information and experience exchange as well as learning among countries in the region, and across regions;
- Support the development, review, and approval processes of requests for funding from the Fund’s Readiness and Preparatory Support programme, and the monitoring and evaluation processes of requests approved and under implementation;
- Support outreach and communication for the Fund, including the preparation of outreach materials, including identification of outreach opportunities in the region, and representing the Secretariat, where needed;
- Maintain regular records of communications with countries on the Fund’s intranet;
- Contribute to the preparation of progress reports for the Board; and
- Support the translation of relevant information into local languages where needed.
Required Experience and Qualifications
- Master’s degree in fields related to climate change and finance, preferably in a technical discipline;
- At least ten (10) years of relevant experience in climate change-related fields, particularly climate finance;
- Strong networks with government, civil society and private sector actors involved in climate change responses in the Africa region;
- Working knowledge of how international and bilateral agencies operate;
- Exceptional interpersonal skills, multicultural abilities, rigour, sound judgement, availability, and a positive and proactive work attitude;
- Self-starter and excellent team player that will work as part of a team to deliver this program of work;
- Ability to read and communicate fluently in English and French; knowledge of other relevant regional languages would be an asset;
- Robust data management skills; and
- Strong competence and autonomy in the use of standard software programmes : Excel, Word, PowerPoint, Outlook, Access.
