National Deputy TL for the Solid Waste Management Programme, Egypt

Description

The overall goal of the National Solid Waste Management Programme (NSWMP) is that the national olid waste management system contributes significantly to the sustainable protection of the environment and climate, the conservation of resources and the reduction of healt-realted hazards for the population in Egypt. The NSWMP includes work at the national, regional and local levels, including financial and technical cooperaiton support to initially four Egyptian Governorates: Qena and Assiut in Upper Egypt, Kafr El Sheikh and Gharbia in the Delta. Through developing a new national SWM policy & legal framework, dedicated institutions and enhanced professional capacity, and new investments in infrastructure and services, the NSWMP will also set SWM as a key entry point for economic development, employment, integration of the informal sector and social participation in the process of planning and implementing public infrastructure and services. One of these is the opportunigy to create business and employment opportunities through ISWM, ie high resource efficient / high employment generating integrated SWM systems.

Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.

- MSc in engineering, env. science or equ.
- Min. 10 years working experience
- Project Management experience (deputy) in the SWM sector, particularly for investments; including monitoring and evaluation
- Profound professional know-how of SWM and Egyptian environmental regulations
- Fluent in Arabic and English
- International Donor Projects, KfW or EU investment projects in the environmental sector 

Professional Experience Required

The work will focus on developing technical and environmental standards, incl.
- drafting national ISWM standards;
- monitoring compliance with technical and environmental procedures and standards as well as with environmental and social impact assessment procedures, public consultation and participation requirements;
- procedural requirements for cases requiring resettlement; and
- mainstraiming environmental, health & safety standards to be mainstreamed into service performance specifications.

60 months; full time, based in Cairo
