Assistant Health Coordinator

GOAL’s Work in Sierra Leone
GOAL has a 14 year presence in Sierra Leone with activities in Western Area, Kenema, Bo, Bombali, and Port Loko Districts. The GOAL Sierra Leone programme contributes to poverty and vulnerability reduction through the implementation of multi-sectorial, integrated programmes which specifically focus on community health including nutrition, health systems strengthening, water, sanitation & hygiene, and child protection and empowerment interventions. GOAL mainstreams gender, child protection, HIV and environment across all programs and operations.
GOAL is engaged in all areas of the Ebola Virus Disease (EVD) response. GOAL is a member of the Ebola Response Consortium (ERC) and the Freetown WASH Consortium (FWC). GOAL has been managing the DFID-funded Emergency Ebola Response Fund (DEERF) and are operating a 100-bed EVD Treatment Facility in Port Loko. GOAL is the lead agency for the Social Mobilization Action Consortium (SMAC). GOAL’s current emergency and health system recovery initiatives include implementation of infection prevention and control (IPC) and WASH rehabilitation at both rural health facilities and urban hospitals across 8 districts, supporting EVD surveillance and contact tracing, creating and operationalizing isolation units at rural health facilities, establishing and managing Observational Interim Care Centers (OICCs), and implementing community level social mobilization activities in Kenema district and Western Area. GOAL implements long-term programs in nutrition, reproductive health, and health systems strengthening initiatives in Freetown, and a rural WASH program in Kenema.
As a result of the current EVD outbreak and to support post-EVD rebuilding and strengthening of the health system, GOAL has expanded our area of operation into Bombali, Port loko, Kambia, Bo and Bonthe Districts. As a member of the Emergency Response Consortium GOAL has rolled out Infection Prevention and Control (IPC) procedures at Clinics in several districts. In addition GOAL is supporting IPC in Government Hospitals. GOAL is engaged in protection, psychosocial and livelihoods activities targeted at empowering the most vulnerable and children in particular.
Overview of the Role:
The Assistant Health Coordinator is responsible for supporting the Health Coordinator in the quality, management and expansion of the GOAL SL Health programme, providing technical and managerial guidance and leadership to ongoing and new health and WASH projects. The Health Coordination unit works to facilitate integration and linkages between the different health activities and to strategically place GOAL Health responses as we enter the post-Ebola recovery phase. Actively seeking Health funding opportunities and developing proposals are also key components of this role. The holder of this post will also be required to establish and develop strong working relationships with key external health stakeholders including, but not limited to, representatives from the Government, UN donors, INGOs, Local NGOS, partner organisations, private sector and co-ordination bodies. Supporting the formation and maintenance of strategic Health alliances and/or consortia with appropriate partners is also the responsibility of this position.
Key Duties:
· Provide technical and management support to GOAL’s health and WASH programmes, including ongoing Ebola Emergency response initiatives.
· Project development and management responsibilities for the Health and WASH programme, including budget management, staff management, and donor compliance.
· Provide strategic and technical input into GOAL’s programming in the post-Ebola health system recovery phase
· Work with the M&E team to ensure there is a strong and robust M&E system in place for the health programme; ensure utilization of M&E protocols by each health program teams.
· Represent GOAL at meetings with external stakeholders, and ensure that Health and WASH coordinators are fully briefed prior to and following external meetings.
· Conduct periodic field visits to support program teams and ensure high quality implementation of all programs.
· Provide support to program managers to ensure proper budget management and tracking of required M&E indicators.
· Support the Health & WASH programme team in preparation of Concept Notes & Proposals (including Log Frames & Budgets), to ensure that the final documents are of high quality.
· Ensure submission of timely, accurate and high quality donor reports in collaboration with the Grants Manager.
· Ensure that GOAL’s health and WASH programme is in line with government and donor priorities for Sierra Leone and reflects best practice and current developments for the Ebola response and recovery.
· Ensure that lessons learnt and best practice are being documented by the Health and WASH programme
· Improve programme quality drawing on internal resources such as the GOAL technical advisors (Technical Team), as well as external resources
· Support the formation of alliances and consortia with key strategic partners including INGO, local NGO, and private sector to facilitate joint fundraising and implementation opportunities.
· Undertake any other related tasks, or other responsibilities as may be assigned by the Health Coordinator and Assistant Country Director.
Requirements of the Position:
· Educational Level: Master’s degree level in public health or other appropriate disciplines
· 3-5 years’ experience managing health programmes
· Proven expertise and experience in Infection Prevention and Control (IPC), reproductive health, nutrition and/or other areas related to health.
· Very strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others
· Demonstrable skills and experience in community empowerment approaches i.e. social accountability and community conversations.
· Excellent interpersonal, motivational and management skills with extensive experience and staff mentoring capacity.
· Effective communication, networking, analysis and writing skills (English)
· Demonstrable experience in liaising with governmental/local authorities and other NGOs
Job Location:Based in Freetown with travel within Sierra Leone as and when required.
Duration of contract: 6 months
Reporting to: Health Coordinator
Salary: €30,000 - €32,000
