Project Officer- Information Systems

BACKGROUND:
The Food, Income, and Markets Programme established an operations research project in 2010 to define and test indicators of humanitarian crisis in urban informal settlements. This was borne out of the need to monitor conditions in urban slums and be able to identify and target populations in crisis with humanitarian support. The first three years of the project collected extensive evidence for the performance of various indicators and resulted in an indicator framework which the project is now seeking to operationalize and scale-up in major urban centres. Job Summary:
JOB SUMMARY:
The incumbent will lead data collection for a long-term operational research project. The candidate will be responsible for all aspects of the monthly data collection and lead the training of Partners on data collection in urban slums including providing technical support to other Concern Worldwide programmes where support for data collection, digital platforms and analysis may be needed
50% of the role will be externally facing with partner planning, meetings, trainings and capacity building. The Project Officer- Information Systems will have primary logistical responsibility for partner trainings and will ensure the efficiency and quality of data collection is of a high standard. 50% of the role will be leading and managing Concern Worldwide IDSUE data collection in three informal settlements in Nairobi.
Main Duties & Responsibilities:
Manage data collection in urban informal settlements. Strong knowledge of household surveys, data collection, and sampling.
Lead partners on training and capacity building for data collection in urban slums.
Provide technical support to IDSUE partners during live data collection.
Work with Project Coordinator to test IDSUE tool, refining the questionnaire and data collection processes on an ongoing basis.
Support the Project coordinator to implement and monitor partnership agreements.
Ensure high standard of timely data quality
Generate reports on data collection and provide suggestions for improving data collection in slum environments.
Excellent analytical skills with a demonstrated ability to understand and communicate how data collection and sampling is linked to broader analytical objectives.
Responding to Emergencies:
Participate and contribute as necessary towards Concern’s Emergency response as and when necessary
Comply with Concern’s health, safety and security guidelines during emergencies
JOB SPECIFICATION:
Bachelor’s degree in Statistics, Mathematics, Economics or relevant field
Three (3) years’ experience with at least two (2) years working on development,
food security or related issues operations research, monitoring, evaluation,
surveillance and/or community level assessments and experience working in
urban slum environments
Experience in holding trainings for large scale household surveys (sample size
2,000+) and in urban slum environments
Prove competency and experience in data gathering technologies and software
and GIS mapping. Experience with Open Data Kit (ODK), Epi-Info, or similar
system is preferred
Excellent analytical, coordination, planning, negotiation, communication,
research ethics and team skills
Fluent in both spoken and written English and Kiswahili
