OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
After decades of war and virtually total absence of government – especially in the central and southern regions – the new government structures in Somalia are taking shape. A Federal Government is operational from Mogadishu and – next to the already fairly well development Federal Member State of Puntland – new Federal Member States are in the making towards an effective federalism process. The Provisional Constitution of Somalia envisages the creation of Federal Member States (FMS) that will together constitute the Federal Republic of Somalia. The final boundaries of the FMS’s, which must be composed of two or more regions, will eventually be determined by the Federal Parliament on recommendation of the Boundaries and Federal Commission (BFC).
In order to facilitate Federal Member States creation and strengthening process, the Boundaries and Federal Commission (BFC), recently established, has a huge task in assessing boundary delimination process, setting norms for federalism and then assessing the legality and viability of new states before certifying them as Federal Member States. This calls for capacity development, needs based organization structure and policy towards boundary demarcation and federalism process. In this context, BFC with the support of our client’s State formation Project, plans to seek technical assistance to develop framework and action plan in the area of Federalism and State building facilitation process to be undertaken by BFC. The expert is expected to provide technical assistance in formulation of BFC led federalization Strategic action plan through consultative meets/workshops.
The assignment will take place in Mogadishu Somalia for a total duration of 12 working days spread over December 2015 and January 2016. 5 days in December 2015 and 7 days in January 2016
GENERAL FUNCTIONS
§ Secondary data review on BFC roles, mandates and emerging states formation process.
§ Conduct consultation and dialogues with BFC on the organization vision, tasks and key priorities related to federalism.
§ Interact with relevant FGS ministries and stakeholders to gain insight on federalism and state building priorities.
§ Facilitate in developing overarching frameworks and strategies on federalism to be undertaken by BFC.
§ Develop relevant reading material/handouts for BFC on federalism and state building.
§ Support BFC in action plan formulation on federalism.
§ Provide gender participation related recommendations in federalism process.
Key Deliverables:
The expected deliverables of the assignment are:
§ An inception report, including work plan/timelines for implementation the tasks (½ day).
§ Secondary data review/meeting with relevant partners related to federalism (2½ days).
§ Design and deliver Consultative Workshop for BFC members and relevant partners on Federalism and State building strategy (2 days).
§ BFC Consultative workshop report (1 day).
§ Develop BFC Federalism Strategic action plan based on the outcome of the consultative workshop (4 days).
§ Consultation and Review Meeting on BFC’s Federalism Strategic plan with relevant partners (1 day).
§ Final BFC Federalism Strategic action Plan and Framework, based on the feedback (1 day).
Expected Outcomes:
§ BFC members have a better understanding about federalism and state building processes.
§ BFC members will have clarity on their roles and responsibilities in the federalism facilitation process.
§ BFC’s federalism strategic action plan in place.
ESSENTIAL EXPERIENCE
Education:
§ Around 15 years of professional experience with a Master Degree in Political Science /Public Administration/HR or related field.
Work Experience:
§ At least 15 years of professional experience in conducting researches on State building, political systems and in federal governance areas.
§ At least 10 years of professional experience in a senior international and national level where in-depth knowledge of federal governance structures, strategic planning, political systems development, and implementation of governance process and structures in federalism have been demonstrated.
§ At least three years of professional experience in fragile or conflict affected countries.
§ In-depth knowledge and understanding of political governance systems and an understanding of public administration development issues.
§ Demonstrated knowledge in the cross-cutting themes of capacity development and gender.
Key Competencies:
§ Excellent analytical skills, ability to synthesize and clearly present complex processes and issues to service the information needs of diverse audiences.
§ Ability to translate strategic thinking and innovative ideas into practical operational recommendations.
§ Results orientation and commitment to producing high-quality products.
§ Ability to work to tight deadlines.
