Background
Established in 1951, IOM is leading inter-governmental organization providing services to governments and migrants in the field of migration. With 146 member states and offices in more than 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for natural disasters under the 2005 IASC Humanitarian Reform.
Under the direct supervision of the Global Camp Coordination and Camp Management (CCCM) Cluster Coordinator, the successful candidate is responsible for the provision of support to the overall geographic information system databases and activities in relation to the CCCM team’s global activities.
Core Functions / Responsibilities:
- Support developing and testing of databases, software and other technology solutions (including mobile applications) and compilation of business requirements, technical specifications, user and technical documentation and standards for DTM related applications;
- Support the collection and analysis of data from the Displacement Tracking Matrix (DTM) being provided in a timely and efficient manner through the provision of appropriate GIS/mapping tools and products;
- Support in reporting and analyzing data, assuring data consistency, giving statistic information and mapping of collected data;
- Support enterprise data warehouse solution and ensure smooth dataflow from data warehouse to GIS solutions;
- Provide input for geographic data and administrative divisions for various IOM databases for tracking population movements and displacement locations;
- Support and provide technical and strategic inputs into ongoing information management initiatives and partnerships;
- Support in the data collection processes, query, analysis and the overall data management activities to ensure the common spatial data standards and structures are applied and data are managed properly throughout the data management cycle;
- Support development of various in house database solutions
- Preparation of standard operating procedures (SOPs) on spatial data infrastructure and geodatabases developed to ensure sustainability.
- Perform such other duties as may be assigned.
Desirable Qualifications:
a) University degree in information systems, geography, cartography or a related field with concentration in technology applications; b) experience in Database Information Systems development (SQL or Oracle), preferably in support of assessment and data collection system; c) experience in programming using two or more of the following tools: Access, VB.NET, C#,. NET framework, Java, ASP.NET, (MCP certification in any of these products is an advantage); d) proficiency of ArcGIS and Arc Map is advantage; e) experience in geography, cartography, GIS and graphic design;
Languages
Fluency in English is required. Working knowledge of French and Spanish an advantage.
