II. ORGANIZATIONAL II. ORGANIZATIONAL CONTEXT AND SCOPE By all accounts, Somalia has one of the youngest populations in the world. This presents a great opportunity for the country, but also some challenges. If giving the space to grow, the Somali youth can be the engine that drives the country forward. However, more than two decades of conflict have diminished the country’s ability to provide the conducive environment for its youth to flourish. The result is an unemployed and idle youth. With no alternatives at home, the Somali youth find it necessary to make some dangerous choices. Some of them take the perilous journey to find a better life abroad, including those who cross the Mediterranean on their way to Europe, while others have joined extremist and criminal elements in order to provide for their families.
Cognizant of that, the African Development Bank has provided a grant to the Federal Government of Somalia to implement a project aimed at addressing the youth unemployment problem in Somalia as well as providing alternatives for youth-at-risk. The project will be implemented by IOM on behalf of the two parties. The Somalia Socio-Economic Reintegration of Ex-combatants and Youth-at-Risk Project targets youth with extreme vulnerabilities who are at risk of falling deeper into poverty, disillusionment or getting recruited into criminal groups and youth who have deserted extremist groups (ex-combatants) and are deemed to be of low risk to society. This project seeks to support these two categories of youth with skills and opportunities for decent livelihoods.
Under the overall supervision of the Head, Labour Mobility and Human Development Division–IOM Somalia and direct supervision of the Project Manager, the successful candidate will be responsible and accountable for providing assistance/ support in the implementation of gender equality provisions in the project design and any additional measures to strengthen the project’s impact on gender by providing technical expertise on gender, vocational training, youth entrepreneurship development, ex-combatant reintegration and migration, as well as ensuring that gender mainstreaming is fully integrated into the project’s implementation.
III. RESPONSIBILITIES AND ACCOUNT-ABILITIES
- Provide technical support for the implementation of the gender equality provision in the Somalia Socio-Economic Reintegration of Ex-combatants and Youth-at-Risk project and suggesting additional measures where necessary.
- Review and provide input to project work plans, with attention to gender and youth dimensions of technical activities and operations, and distil information on the project’s gender issues including emerging ones for the attention of the project’s senior management and other technical specialists.
- Participate in capacity development and training activities for IOM staff, implementing partners, and Federal Government of Somalia officials through drafting of information, pedagogical and training materials on the inclusion of gender issues in programs and staffing. Facilitate gender and youth trainings with program staff and program stakeholders.
- Coordinate delivery of the support envisaged under the project for the preparation of a National Gender Equality Strategy under the leadership of the Ministry of Women and Human Rights Development.
- Analyse data, prepare reports and draft information documents on gender in human resources area. Draft concept notes on gender and migration related topics.
- Assist in mainstreaming gender and youth across the project, including training materials, monitoring, operations, policies and procedures and design activities that target women and girls within the scope of the project.
- Participate in the design and conduct of project gender analysis with key findings and actionable recommendations, and integrate analysis results into a comprehensive gender and youth integration plan.
- Liaise and network with IOM relevant partners and government agencies (e.g. UN, NGOs, IGOs, private and public sector etc.) in terms of gender. Liaise with the donor regularly to share project experiences and engage in cross-fertilization of ideas across implementing partners.
- Provide gender and youth technical support and assistance to strengthen the institutional and technical capacity of government officials and institutions in South Central Somalia.
- Represent the project in gender and youth coordination meetings with other development partners, UN agencies as well as national and international workshops, seminars and conferences.
- Provide Technical Guidance and oversee the implementation of all work with the partners on gender equality and women’s empowerment.
- Maintain an up-to-date and thorough understanding of gender and youth issues related to project components, and produce best practice notes drawing lessons and evidence of impact on gender equality and women’s economic empowerment for which the project has made a contribution.
- In coordination with the project field staff, conduct field visits to verify project progress and results.
- Develop and regularly update the Project Monitoring database in cooperation with the Project Manager.
- Perform other duties as may be assigned from time to time.

V. EDUCATION AND EXPERIENCE
1) University Degree in Gender Studies, Political, Social Science, Development Studies, International Relations, Law, or Labour relations. Master’s degree in related area would be an advantage.
2) Minimum four years of professional and managerial experience in Governance.
3) Minimum four years’ experience working on experience effectively integrating gender and youth considerations into programming and on institutional-capacity building.
4) At least three years of direct work experience in project management and implementation and managing and monitoring a programme budget.
5) Ability to adapt gender mainstreaming tools to work effectively with local authorities, stakeholders and beneficiaries.
6) Previous work experience in a complex crisis environment
7) Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds.
8) Strong computer skills, specifically hands-on experience in usage of MS Office.
