Head of Malaria Programmes - Angola

The MENTOR Initiative (MENTOR) is an international non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing on going emergency support to the most vulnerable communities in Liberia, Angola, Kenya, the Central African Republic, South Sudan and Chad.
The MENTOR Initiative has been present in Angola since 2002, working alongside the National Malaria Control Program to reduce the burden of the disease in Zaire, Huambo and Uige provinces. Since 2011, the Country Program has been managing this private sector malaria program, introducing Artemisinin-based Combination Therapies (ACTs) and Rapid Diagnostic Tests (RDTs) in private pharmacies, as well as three large public sector malaria case management programs mainly oriented towards capacity building; and in 2013, a new neglected tropical diseases control program based around mass drug administrations (MDAs) was launched. All five programs are 5 year-programs.
The Head of Malaria Programmes will oversee all current malaria grants in Angola and lead the development and writing of future grant proposals and applications, whilst being directly responsible for the implementation of the PMI/World Learning public sector malaria programme in Zaire. To ensure technical expertise, standardization across programmes, adherence to donor and local regulations, and quality control, the Head of Malaria programmes will be responsible for implementation in Zaire, Uige and Huambo provinces, with the possibility of expanding to other provinces at a future date.
Requirements:
Dr or medical qualification with Masters in Public Health or equivalent
At least 5 years’ experience leading malaria programmes in Africa
Fluent Portuguese written and spoken
Fluent English written and spoken
Excellent report writing skills in English, preferably at publication level
A skilled people manager
Open communicator and team player
Experience of working in Angola desirable

DESCRIPTION

PROGRAMME
  • Coordinate the implementation of public sector grants in Zaire province, and be responsible for programme planning, implementation and donor liaison in Uige Province, if required, as per agreements with World Learning, USAID and the Government of Angola;.
  • Line manage all malaria programme coordinators for existing World Learning, Exxon Mobil and PSI funded grants and any further grants in future. Additionally line manage Zaire programme employees.
  • Working closely with the local Ministry of Health authorities, the NMCP, and NGO and FBO partner agencies, introduce and scale up a monitored use of standardised protocols and best practice in the areas of malaria surveillance, prevention and case management;
  • Facilitate the organisation and implementation of trainings on the above activities for health staff of government health facilities and staff of other organisations working in malaria control;
  • Oversee the development and implementation of Information, Education and Communication (IEC) activities to raise awareness and understanding of malaria-related issues;
  • Manage the supervision of health facilities, as well as the distribution of malaria supplies and laboratory equipment to health partners in the supported provinces;
  • Verify that The MENTOR Initiative Public and Private Sector Programme is implemented in a timely and professional manner, according to objectives, goals and indicators established in the programme document and in line with donor requirements and beneficiary needs and within the allocated budget;
  • Ensure that all required malaria programme reports are written in excellent English and are submitted to the Country Director at least 5 working days prior to submission date.
  • Assure that a standardised system of health data collection, as per The MENTOR Initiative monitoring system, is in place and that data is analysed and provided to the Country Director; and assume overall responsibility for the quality of data collection and management across the malaria programmes.
  • Support the Country Director in carrying out health assessments and in writing proposals.
Representation
  • In the absence or at the request of the Country Director, represent The MENTOR Initiative with other NGOs, UN agencies, donors, government officials and other partners;
  • Working with the Country Director and HQ attend meetings and represent MENTOR in order to build relationships and profile in the malaria sector in Angola
  • As required and in conjunction with the Country Director and HQ, lead the research, development and writing of new programme proposals and grant applications.
  • Actively seek to raise the profile of MENTOR as a leading technical partner in malaria programmes in Angola.
  • Assume technical responsibility for the implementation of MENTOR Angola programmes when the Country Director is unavailable.
  • Attend all relevant meetings related to the malaria programme activities and/or designate necessary representation when not in province; and
  • Ensure positive interaction and good relations with the provincial health authorities, communities and partner organisations in the provinces covered by the malaria programme.

Operational Support and Other

  • Champion MENTORs administration, finance and logistics procedures and lead an example for the malaria team in their systematic use in accordance with MENTOR operations procedures and in line with the donor specific requirements;
  • Ensure all information pertaining to the Public Sector programme requested by the MENTOR Country Administration/Logistics Department is provided regularly to ensure smooth operations;
  • Ensure compliance with all local laws and regulations, including taxation;
  • Act as a focal point for all the matters related to the health of the organisation national and international staff in Angola; in close coordination with the Country Director, participate to all decisions taken with regards to these issues.
  • Maintain a positive work environment and a professional office atmosphere;
  • Stimulate a good working environment, geared towards mutual and progressive learning and maintain overall team atmosphere and foster team-building relationships;
  • Manage the continuous development of consultants and staff you line manage through regular performance evaluations and target setting.
  • Maintain regular communication with the Country Director and other team members through weekly reporting and regular emails, phone and skype calls providing a comprehensive update and reflection on activities, meetings and events.
  • Work with the Country Director to set key performance objectives that you will work to and be evaluated against throughout the duration of your contract
  • Perform additional duties as requested by CD and other team members
