Livelihood Program Manager - Central African Republic

Overall objective
The Livelihood PM will have the overall responsibility for the management, programming, implementation, fundraising and continued development livelihood urban activities planned in multiples projects (UE, AFD, etc...) under the direct supervision of the Head of Program (HP) based in Bangui.
Background
DRC has worked in CAR since 2007, working with displaced people and crisis affected population.
From 2007 up to 2012 DRC implemented a large panel of activities from protection, emergency education, rehabilitation, food security and livelihood, supporting communities in a long transition from emergency to early recovery. With the return of armed violence in 2012 and the “coup d’état” in March 2013 DRC reoriented its activities toward emergency response, protection and social cohesion becoming one of the leading NGO in this sectors. Currently, with the establishment of a Transitional Government in January 2014 and the relative increase in security in Bangui, DRC works in order to facilitate return, promote durable solutions and a peaceful environment in Bangui.
According to general opinion of the humanitarian community, the operational challenge at present is to bridge between emergency and development (transition phase or early recovery phase) through a package of integrated activities.
In 2015 DRC implemented a lot of livelihood activities (IGAs, adult literacy, VSLA) in order to facilitate return of IDPs and reinforces resilience capacities of conflict-affected communities.
The DRC livelihood program in Bangui in 2016 will include in addition to the adult literacy, IGAs and VSLAs, a lot of activities related to the “inclusive finance” aiming to provide financial access (microloans, saving, money transfer) in the favor of the local economic actors (women groups, farmer cooperatives, micro-entrepreneurs…) in Bangui.
The target groups for the livelihood DRC projects are returnees, resident communities and other vulnerable groups affected by the conflict in Bangui. Local institutions, MFIs and local authorities will be fully taken into account in the operative area of the project.
Duties
The livelihood PM:
  • Ensure performing results in designing, implementing and evaluating livelihood activities in Bangui
  • Show good quality in managing all field staff members. This includes coaching, training, supervision and co-ordination between LH staffs and staff working in Protection and social cohesion.
  • Enhance the quality of livelihood programming throughout the project cycle through initiatives such as beneficiary consultation, market analysis, impact survey and innovation, etc.
  • Provide technical advice and support in microcredit, IGAs, Adult Literacy, VSLA promotion.
  • Ensure DRC staff adherence to the DRC principles, Code of Conduct, Project and Operation Handbook.
  • Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements and ensuring that the necessary systems are in place under the supervision of the HP.
  • Safeguard the regular collection and analysis of field data for statistical and program control purpose and oversee regular monitoring of program results and activities through the establishment of a proper M&E system
  • Provide linkages with livelihood counterparts in other humanitarian organisations, local actors and within government structures.
  • Guided by the DRC Project Handbook, continuously monitoring and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence.
  • Provide inputs in order to develop news livelihood project in order to reinforce resilience capacities of resident communities, IDPs and returnees.
  • Represent DRC to international and national relevant livelihood fora in coordination with the HP
  • Other duties assigned by the Country Director and HP.
Qualifications
  • The qualified candidate is a strong and pro-active manager with proved skills and technical capacities in developing livelihood & microfinance activities in post-conflict environment with a focus on durables solutions and community stabilization.
  • Qualified applicants have substantial experience in operating in a very volatile security environment, have strong management experience, are very familiar with humanitarian principles and practices, are used to represent an international organisation to external partners and authorities and furthermore match the requirements listed below:
  • Minimum 5 years of livelihood/Economic Recovery programming (including 3 years overseas in complex emergencies) in international emergency and/or post-conflict settings, preferably with returnees and/or IDPs.
  • Profound working experience in the field of Livelihood sectors including (IGAs and microenterprises, value chain analysis, Villages Saving Loans Associations – VSLA, Adult Literacy, Participatory Assessment Needs - MARP) and strong experience in microcredit / microfinance services and relationships/partnerships with Microfinance Institutions.
  • Relevant university degree (Master or Post graduate) in Economics, Agronomy, Microfinance or Sociology
  • Experience in negotiating and advocating with government authorities and donors for solutions that serve the needs of beneficiaries, pursuing values of internationally recognised and universal character in a, post-conflict context with a strong respect of local culture and tradition
  • Experiences of strategic programming and planning, field implementation, monitoring and evaluation
  • Excellent written and spoken in French & good skills in English
  • Good knowledge and field experiences in protection and social cohesion are a plus
  • Strong experience in project development and proposal writing
  • Good interpersonal skills, the ability to communicate clearly and effectively and build relationships at all levels, taking into account cultural and language differences
  • Past experiences in CAR and / or Danish Refugee Council are a plus.

We offer
Contract: one (1) year contract, with the possibility of extension. (Please note that the project is over 30 months. Therefore commitment for such period would be an asset to ensure mainstreaming of the project)
Duty Station: Bangui, Central African Republic, with frequent mission in the Regions.
Starting date:December 1st, 2015
