OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
After decades of war and virtually total absence of government – especially in the central and southern regions – the new government structures in Somalia are taking shape. A Federal Government is operational from Mogadishu and – next to the already fairly well development Federal Member State of Puntland – new Federal Member States are in the making. The State Formation Project is supporting these emerging Federal Member States, with a strong focus on the core of government functions, including human resource management, internal coordination structures, horizontal and vertical structural and functional arrangements as well as planning.
The Somalia New Deal is coming to an end in 2016. The Government of Somalia is now starting the preparations of the National Development Plan (NDP), which is to replace the New Deal as the overall planning framework for the country. This NDP will mainstream the Sustainable Development Goals (SDGs) and will be iPRSP compliant. This process is implemented under the overall lead of the Federal Ministry of Planning and International Cooperation, and through a separate arrangement our client is also supporting this Federal Ministry with the planning process.
The process to develop the new NDP will be inclusive and it is expected that the Federal Member States will play a significant role in the overall determination of the priorities.Through the present assignment, the State Formation Project will support the emerging Federal Member States (for the moment there are three established, another one is in the making and it is likely a fifth one will come on board during 2016) with their participation in that process. For this it is expected that the emerging administrations (the center – President Offices – the Ministries of Planning as well as the Line Ministries) need assistance to come to terms with the federal planning process, the approach to ensure their priorities are well represented and of course the internal process to determine the regional priorities.
The project intends to engage a Strategic Planning Expert for the period of December 2015 – September 2016 with an estimated 80 working days.
The assignment will take place in Somalia, with extensive travel to the capitals of the emerging Federal Member States. This travel will take place considering the security situation..
GENERAL FUNCTIONS
§ Secondary data review on emerging states formation process.
§ Conduct consultation and dialogues with emerging states on the organization vision, tasks and key priorities.
§ Interact with relevant FGS ministries and stakeholders to gain insight on State building priorities.
§ Facilitate in developing overarching framework and strategy for Emerging States with well-defined desired end-states for each priority area with synergy with the New Deal and National Development Planning process.
§ Support and facilitate coordination mechanism with emerging interim States/Administration of Somalia.
§ Facilitate emerging states and federal government to develop reconciliation frameworks towards the state building process.
§ Support in formulation of emerging states vision and strategic plans.
§ Facilitate emerging states in developing Implementation plan and supporting the roll out of the strategies.
§ Development of training materials.
§ Gendered analysis on existing women’s engagement and recommendations.
Key Deliverables:
The expected results of the assignment are:
§ An inception report, including work plan/timelines for implementation the tasks.
§ Develop strategic plans for interim federal member states developed using an inclusive approach.
§ Develop reconciliation and public engagement strategies for federal member states.
§ Coordination mechanisms on Federal Member State level to determine and establish the development priorities.
§ A diligent and active approach to engage in the development of the new NDP is developed.
§ Federal Member State priorities for inclusion in the NDP are elaborated.
§ Sound mechanisms established at the Federal Member State level to follow up and ensure implementation arrangements to address the priorities.
§ Monthly/quarterly reports outlining key tasks accomplished and plans.
Expected Outcome:
§ Each emerging state has the vision and strategic plans in place.
§ Emerging states in consultation with Federal Government of Somalia have reconciliation and public engagement strategy in place.
§ Emerging States and the Federal Government of Somalia (through Ministry of Interior and Federal Affairs) have coordination mechanisms in place.
ESSENTIAL EXPERIENCE
Education:
§ Around 15 years of professional experience with a Master Degree in Political Science /Public Administration/HR or related field.
Work Experience:
§ At least 15 years of professional experience in conducting research on political systems and in governance areas.
§ At least 10 years of professional experience in a senior international and national level where in-depth knowledge of strategic planning, organizational development and political systems development, and implementation of governance process and structures in federalism.
§ At least three years of professional experience in fragile or conflict affected countries.
§ In-depth knowledge and understanding of political governance systems.
§ In-depth knowledge and understanding of public administration development issues.
§ Demonstrated knowledge in the cross-cutting themes of capacity development and gender.
Key Competencies:
§ Excellent analytical skills, ability to synthesize and clearly present complex processes and issues to service the information needs of diverse audiences.
§ Ability to translate strategic thinking and innovative ideas into practical operational recommendations.
§ Results orientation and commitment to producing high-quality products.
§ Ability to work to tight deadlines.
