National Monitoring & Evaluation Officer – AFDB

I. II. ORGANIZATIONAL: By all accounts, Somalia has one of the youngest populations in the world. This presents a great opportunity for the country, but also some challenges. If giving the space to grow, the Somali youth can be the engine that drives the country forward. However, more than two decades of conflict have diminished the country’s ability to provide the conducive environment for its youth to flourish. The result is an unemployed and idle youth. With no alternatives at home, the Somali youth find it necessary to make some dangerous choices. Some of them take the perilous journey to find a better life abroad, including those who cross the Mediterranean on their way to Europe, while others have joined extremist and criminal elements in order to provide for their families. Cognizant of that, the African Development Bank has provided a grant to the Federal Government of Somalia to implement a project aimed at addressing the youth unemployment problem in Somalia as well as providing alternatives for youth-at-risk. The project will be implemented by IOM on behalf of the two parties. The Somalia Socio-Economic Reintegration of Ex-combatants and Youth-at-Risk Project targets youth with extreme vulnerabilities who are at risk of falling deeper into poverty, disillusionment or getting recruited into criminal groups and youth who have deserted extremist groups (ex-combatants) and are deemed to be of low risk to society. This project seeks to support these two categories of youth with skills and opportunities for decent livelihoods. Under the overall supervision of the Head, Labour Mobility and Human Development Division–IOM Somalia and direct supervision of the Project Manager, the successful candidate will oversee and report on the implementation and development of the Monitoring and Evaluation (M&E) activities and ensure the production of reports, data and analysis based on the M&E activities.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
  1. Manage the tracking, documentation and reporting on the delivery of project outputs and outcomes as articulated in the Logical Framework for the Somalia Socio-Economic Reintegration of Ex-combatants and Youth-at-Risk project in Southern Somalia and initiate revision of targets as may be required with changing circumstances.
  2. Develop communication protocols and information-sharing tools, in coordination with project management, field teams and project partners, to facilitate improved information sharing between all project participants and stakeholders. This is to include establishing a system for regular communication on grant implementation with relevant partners.
  3. Prepare quarterly narrative and monitoring reports on how the project is being implemented using the Bank’s Project Implementation Progress Reporting Format for submission to the PSC and the Bank. Oversee and ensure timely collection of data and analysis (qualitative and quantitative) for drafting of reports and feedback.
  4. Provide inputs in the formulation of strategies for the design and implementation of project activities. Review M&E plans regularly and ensure their pertinence to project goals and objectives. Routinely supervise project implementation on the ground ensuring adherence to project objectives, project activities, target groups, selection criteria, expected outputs, expected outcomes and timelines articulated in the Project Appraisal Report.
  5. Monitor and review ongoing activities of the project, including those of project implementing partners (if any) for grants funded by the project; in coordination with the Project Manager, facilitate and oversee the exchange of monitoring information with external partners as necessary to maintain appropriate visibility with grant activities. Initiate and lead the Project Midterm and Completion Reviews.
  6. Liaise and network with IOM relevant partners and government agencies (e.g. UN, NGOs, IGOs, private and public sector etc.) in terms of Monitoring and Evaluation. Liaise with the donor regularly to share project experiences and engage in cross-fertilization of ideas across implementing partners.
  7. Provide M&E technical support and assistance to strengthen the institutional and technical capacity of government officials and institutions in Southern Somalia.
  8. Represent IOM in M&E coordination meetings with other development partners, UN agencies as well as national and international workshops, seminars and conferences.
  9. Design/adapt Project Development and Monitoring tools and plans for the project, including tools for baselines and end lines assessments. Conduct a study on the socio-economic backgrounds of ex-combatants and submit the report to the Bank for information.
  10. Take the lead in developing SMART Indicators for project activities in the context of the project’s Results-Based logical Framework.
  11. Represent the project in M&E venues and related coordination meetings with humanitarian partner agencies.
  12. Conduct internal evaluations of the project and distribute/disseminate lessons learned. Organize frequent briefings for Senior Management to present lessons learned and inform revisions to regional strategies.
  13. In coordination with the project field staff, conduct monitoring visits to verify project progress and results.
  14. Develop and regularly update the Project Monitoring database in cooperation with the Project Manager.
  15. Coordinate project supervision missions organized by the Bank and ensure all required documents are availed to the Bank’s mission and organized any required meetings with IOM staff, other project stakeholders and arrangements for site visits.
  16. Participate in the development of a Monitoring and Evaluation Framework for the project including a mechanism for tracking project beneficiaries.
  17. Perform other duties as may be assigned from time to time.
IV. V. EDUCATION AND EXPERIENCE 1. University Degree in Political, Social Science or Business Administration, International Relations, Law, or Labour relations. Master’s degree in related areas would be an advantage. 2. Minimum four years of professional and managerial experience in Governance. 3. Minimum four years’ experience working on Monitoring and Evaluation and on institutional-capacity building. 4. Knowledge of Somalia and working with Somali diaspora or Somali government institution-building. 5. At least three years direct work experience in project management and implementation and managing and monitoring a programme budget. 6. Ability to adapt M&E tools to work effectively with local authorities, stakeholders and beneficiaries. 7. Previous work experience in a complex crisis environment 8. Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds. 9. Strong computer skills, specifically hands-on experience in usage of MS Office. 10. Open for Somali Nationals
