Area Manager,Northern Bahr El Ghazal / Warrap - South Sudan

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA). The security and humanitarian situation in South Sudan has deteriorated sharply since mid-December 2013 when violence erupted in the capital Juba and quickly spread to over 20 locations across the five out of ten states in the Country. Large-scale displacement and increased humanitarian needs have been reported and it is expected that the humanitarian needs will escalate further. NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. The purpose of the Area Manager position is to ensure high quality and cost effective programme/project implementation in Northern & Western Bhar el Ghazal and Warrap. NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
Job description
· Line management for senior project staff and support functions (and Field Office Coordinators) in the area
· Member of the Country Management Group (CMG)
· Compliance with and adherence to NRC policies, guidance and procedures
· Provide area specific input on CC strategies, Country Strategy and Plan of Action
· Organize grants opening and closure meetings at area level
· Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
· Assess needs, develop emergency response and implement response plans
· Ensure optimal use of resources within the allocated project budgets and CC strategies
· Represent NRC and networking on area level
· Ensure that capacity building is provided to all staff in the areas
· Ensure overall security and safety of staff in the areas
· Promote the rights of IDPs/returnees in line with the advocacy strategy
·
· Specific Tasks
· Responsible for conflict-sensitive programming
· Ensue beneficiaries led design and implementation of projects and activities including beneficiary complaints mechanism are strengthened
· In liaison with the Programme Development unit ensure that systems for monitoring and evaluating project activities are developed and implemented
· Ensure that NRC’s finance procedures, guidelines and systems are properly implemented and are respected
· Ensure ongoing check and review mechanism in place for the control and stock system of goods, vehicles and transport coordination and make any necessary improvements
· Oversee and coordinate administrative and logistical requests made by the projects for optimal cost efficiency and utilisation of resources
· Develop relationships with donor teams and agencies in the area, and contribute to securing sufficient finances for the programme
· Coordinate with UN agencies, other (I)NGOs, local and state authorities, the targeted beneficiaries and donors and ensure maximum collaboration and cooperation with all key stakeholders
· Remain updated on all relevant political and Government policy issues related to the country operation in general and the area in particular
· Leads and manages staff training initiatives, structured and targeted capacity building efforts and increased nationalisation opportunities within NRC.
· Guided by guidelines and direction of NRC selection, capacity building and close monitoring of the Implementing Partners and ensure compliance
· Undertake any other duties assigned by the CD as and when required
Qualifications
· Minimum 3 years of international experience from working as a Senior Project Manager in a humanitarian/recovery context
· Previous experience from working in complex and volatile contexts
· Documented results related to the position’s responsibilities
· Knowledge about own leadership skills/profile
· Proven experience as a leading organisational representative, in personnel management, finance, logistics, administration, and implementing security protocols

Personal qualities
· Knowledge of South Sudan and East Africa and socio-cultural complexities
· Knowledge of the context and dynamics in South Sudan – previous work experience in South Sudan is an asset
· Demonstrated understanding of working in complex operating environments
· Able to cope and manage minimum or not recreational and social facilities, shared accommodation, insecurity situation
· Holder of a valid and clean international driver’s license

We offer
