Shelter Officer

Project Description
The peak of violence that shook the capital city of Bangui at the end of September 2015 led to the destruction of houses and the forced displacement of thousands of people into camps and in neighbouring countries.
SOS Children’s Villages in Central African Republic (SOS CV CAR) seeks to facilitate the return of displaced and vulnerable households through the rehabilitation of their home that have been damaged or partially destroyed and a nutritional support.
Job Description
The Shelter Officer is responsible for implementing the shelter component of an emergency intervention to facilitate the return of displaced and vulnerable households in Bangui.
We are looking for a technical person with previous experience in architecture, carpentry wood crafting or any similar experience to lead efficient and sustainable rehabilitation works.
The preferred candidate will have demonstrated management skills to coordinate and supervise teams on the ground. He/she will also have good communication and intercultural skills to build and maintain good relationships with national colleagues and projects’ stakeholders.
Working Relations
  • Is accountable to the Emergency Coordinator Bangui
Main Tasks and Responsibilities
  • Responsible for implementing the shelter component of the emergency intervention in Bangui;
  • Coordinate and lead the assessment of rehabilitation needs;
  • Define prices of rehabilitation material from different suppliers, and ensure quality supply of building material and tools in collaboration with the Logistic/Security Officer;
  • Collaborate and maintain close relations with existing committees for the monitoring of rehabilitation activities;
  • Train heads of households on basic rehabilitation technics ;
  • Develop rehabilitation plans and provide a technical support for rehabilitation works;
  • Ensure the respect of minimum humanitarian standards (Sphere and others) for the rehabilitation of houses ;
  • Conduct missions to monitor activities on the ground;
  • Represent the shelter component of the project during interagency coordination meetings (Cluster and others);
  • Facilitate strategic decision-making by the Emergency Coordinator Bangui on all aspects related to shelter;
  • Draft regular activity reports on the shelter component of the project;
  • Conduct ad-hoc activities according to the project’s needs.
Profil and Qualification
  • Minimum of 2 years work experience in architecture, carpentry wood crafting or in any similar fields;
  • Demonstrated experience in shelter interventions in emergency/recovery contexts is a strong asset;
  • Team leader with good organizational and planning skills and experience in supply;
  • Knowledge of minimum humanitarian standards on shelter;
  • Willingness and capacity to be based in Bangui ;
  • Good communication and interpersonal skills ;
  • Proficient in French (writing and speaking); knowledge of Sango (writing and speaking) is an asset.
