Main Objectives:
To ensure successful closure of ARC Liberia Country Program by leading the IT and operational aspects of the closure.
Scope of Work:
  • Asset inventory and disposal: Update inventory of assets, create a disposal plan to be approved by HQ, organize sales or donation of all assets (warehouse stocks including medical and non-medical supplies, vehicles and generators in accordance with ARC and donor regulations. Communicate final actions and revenues to HQ.
  • Oversee the repair and maintenance of vehicles and generators before organizing handover or transfer approved by the donor pending availability of funds. Organize the maintenance and cleaning of the Fishtown compound including removal of air conditioners, dismantling of tents, etc. in preparation for handover. Support the CD in planning the closure of Monrovia office compound.
  • Together with IT consultant, organize the dismantling of VSAT and server system in Fishtown and Monrovia offices.
  • Dismantle the WFP rubhall and organize return to WFP.
  • Assist Welthungerhilfe WHH with the transfer of their remaining water tank, submersible pump and generator from the Ebola Treatment Unit (ETU) to the County Health Team (CHT) in Fishtown.
  • Assist with in-house auctions for small items at the two sites (Monrovia and Fishtown)
  • Together with the local OPS manager, organize the transfer of remaining assets, ARC documents and relocatable staff from Fishtown to Monrovia.
  • Assist other departments with operational activities as required.
Timeline: Two months (15 November – 15 January, 2016).
Deliverables:
  • Produce Asset Inventory and Asset Disposal Plan in accordance with donor policy for HQ approval.
  • Records of disposal (sale, donation, return to HQ, return to donor, or decommission) for all assets with record of final actions, documentation and revenues submitted to HQ before December 31st, 2015.
  • All ARC items removed and successful closure of the Fishtown compound by December 31st, 2015.
  • Remaining assets and relocatable staff successfully returned to Monrovia from Fishtown before December 31st, 2015.
  • Successful closure of ARC offices and Fishtown before December 31st, 2015. Note, residences in Monrovia will become office and residence through end January 2016.
  • Transfer/donation of remaining items in Monrovia by 15 January.
  • Shipment /planned shipment of ARC official docs (Finance/Admin/HR) to HQ by 15 Jan 2016
  • Final Close out report (by 15 Jan).Requirements
  • Must have three-five years of experience handling multiple site logistical and procurement operations in the field, preferably West Africa
  • Must have experience closing out field offices/programs
  • Experience in Liberia preferred
  • Must be willing to live and work in remote and very basic conditions (while in Fishtown)
