Project Summary: **
The three-year USAID Senegal Mission Wide Monitoring & Evaluation Project (MEP) will provide USAID/Senegal with performance measurement and management support activities, including but not limited to monitoring and evaluation design, program evaluation design and implementation, impact evaluation design and implementation, sectoral assessments, surveys, activity/project design, target setting, and statement of work (SOW) development for evaluation activities. This contract seeks to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning.

Position Summary:**
MSI MEP is seeking a French-speaking expert in school planning and contraction programs to lead a USAID/Senegal-funded final evaluation of the School Construction activity. MSI MEP is managing the evaluation which is expected to cover 10 regions of Senegal over a one-month period of time.
Responsibilities:
The School Construction Evaluation Expert will work closely with a Senegalese social science research organization to conduct the evaluation, in close coordination with MEP's Senior Evaluation Specialist. The School Construction Evaluation Expert will guide the methodology and tool development of the evaluation and conduct field work. In addition, the School Construction Evaluation Expert will be responsible for leading the development of the report, and preparing a initial findings, conclusions and recommendations presentation for project stakeholders.
Qualifications:
  • The School Construction Evaluation Expert must have the following minimum qualifications:
  • A Master's Degree in the social services or education sector.
  • At least 30 years' experience working with education management and planning issues.
  • At least ten years' experience working within a Ministry of Education and familiar with Ministry planning and management systems;
  • Ability to read, write and speak French at a professional level, with sufficient vocabulary to communicate easily about school planning, construction and management issues.
  • Experience with research or evaluation methodologies related to education systems, planning and management.
  • At least 10 years' experience working in francophone Africa.
