Project Summary:
The three-year USAID Senegal Mission Wide Monitoring & Evaluation Project (MEP) will provide USAID/Senegal with performance measurement and management support activities, including but not limited to monitoring and evaluation design, program evaluation design and implementation, impact evaluation design and implementation, sectoral assessments, surveys, activity/project design, target setting, and statement of work (SOW) development for evaluation activities. This contract seeks to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance Agency learning.
Position Summary:
MSI MEP is seeking a Water, Sanitation and Hygiene (WASH) Monitoring & Evaluation Specialist to lead the development of a Monitoring, Evaluation and Learning Plan (MELP) for the new USAID/Senegal SEN-WASH project. The period of performance will be 3 months.
Responsibilities:
The WASH M&E Expert will work closely with a Senegalese WASH M&E Specialist and MEP's M&E Coordinator to guide the development of the MELP. The WASH M&E Expert will be responsible for ensuring that all elements of the MELP are developed working closely with the SEN-WASH team at USAID as well as its implementing partners.
Specific tasks for the WASH M&E Expert include:
- Briefing with GOS counterparts to review their monitoring interests in the project.
- Review SEN-WASH PAD and background evaluations and documents.
- Develop initial list of measurement indicators and results framework.
- Develop learning questions for the MELP.
- Work with MEP and USID staff to define studies and evaluations that will be a part of the MELP.
- Incorporate adaptive moments in the MELP that integrate with USAID program cycle.
- Outline data collection responsibilities ad timeline for implementing partners.
The WASH M&E Expert will make two trips to Senegal: first to hold initial meetings with USAID, GOS and implementing partners, and develop the initial framework and learning plan. The second is to present the final MELP to USAID and its partners, including the GOS, and to finalize the document.
Qualifications:
The WASH M&E Expert must have the following minimum qualifications:
- A Master's Degree in development, management or related field.
- At least 10 years' experience working on the development of monitoring and evaluation systems.
- At least 10 years' experience working in the WASH field, preferably in Africa.
- Previous experience working on USAID monitoring and evaluation systems and WASH standard indicators.
- Ability to read, write and speak French at a professional level, with sufficient vocabulary to communicate easily about WASH issues.
- Experience working in Africa.
