Description:
The purpose of this anticipated five-year project is to improve reading outcomes of children in early grades of public school and the equivalent grades in daaras in the following regions in Senegal: Diourbel, Fatick, Kaffrine, Kaolack, Louga, Matam and St. Louis. Interventions will be aligned with the following three outcomes:
  • Outcome 1: early grade reading instruction in public primary schools and daaras improved;
  • Outcome 2: delivery systems for early grade reading instruction improved; and
  • Outcome 3: parent and community engagement in early grade reading improved.
Job Summary / Responsibilities:
The Senior Reading Specialist provides overall technical oversight and guidance to the program’s three outcomes. S/he provides guidance to program staff on essential components of reading programs including curriculum design, lesson planning, instructional approach, teacher professional development, materials development and distribution, classroom-level assessment and large scale assessment to develop highly effective activities in these areas and to integrate them for maximum effectiveness at the program level. S/he engages with actors across the education system to optimize use of available resources with specific attention to school and classroom management practices including quality assurance, supportive supervision, and coaching leading to improvement in learning outcomes at the primary school level.
The Senior Reading Specialist contributes knowledge of effective school research findings and practices that are applicable to developing country contexts. S/he engages directly with host country organizations on their capacity development needs with the overall aim of improving equitable and high quality service delivery to host country populations for improved reading outcomes. S/he assists Ministry of Education personnel in the analysis and appraisal of reform efforts, supporting other specialists on the team to ensure coherent program implementation.
  • Provides overall technical oversight and guidance to the programs three outcomes;
  • Provides guidance to program staff on essential components of the reading programs including curriculum design, lesson planning, instructional approach, teacher professional development materials development and distribution, classroom level assessment and large scale assessment to develop highly effective activities in these areas to integrate them at maximum effectiveness at the program level;
  • Lead the team of technical staff and partners working on curriculum and materials development, including lesson plans, textbooks and supplementary student materials; ensure the quality of reading and writing materials;
  • Oversee improvement of teacher professional development focused on early grade reading;
  • Assist with design of community and parent engagement strategies for reading;
  • Build strong collaborative relationships with governmental agencies, donor/client organizations and other NGOs to establish collaborative working processes, enhance quality and effectiveness of programming, and serve as a knowledgeable resource in the area of literacy programming;
  • Review, analyze and evaluate the effectiveness of literacy related activities and make recommendations for improvement to meet project goals, especially student outcomes;
  • Assists Ministry of Education personnel in the analysis and appraisal of reform efforts, supporting other specialists on the team to ensure coherent program implementation;
  • Represent the organization on this component externally at professional meetings and conferences;
  • Participate in FHI 360’s Literacy-focused community of practice and contribute to knowledge management efforts in this content area.

Qualifications:
  • Minimum of a Master’s Degree with a specialty in early grade reading, with a focus on curriculum development or reading instruction highly preferred;
  • Prior experience with the development of early grade reading materials, training programs, classroom monitoring protocols, and tests and assessments, including EGRA, is required;
  • At least four years of experience in conducting teacher training/coaching and training of trainers;
  • Prior experience working with communities, government and other donors to support improved reading is preferred; Ten years of demonstrated technical expertise, with substantial developing country experience;
  • Experience or familiarity with education systems in Senegal is preferred;
  • Excellent oral and written communication skills in English is required;
  • Proficiency in oral and written communication in French preferred.
