Project Summary: Creative is seeking a Resident Advisor for Electoral Processes for an anticipated U.S. Department of State-funded legislative project for Libya located in Tunis, Tunisia. Under this project, the Resident Advisor for Electoral Processes will work with civil society organizations and electoral stakeholders to improve citizen participation in Libya’s electoral processes. The Resident Advisor will support the development of civil society to conduct grant activities, while also supporting the implementation of small grants.
Position Summary: Working remotely in Tunisia, The Resident Advisor for Electoral Processes will be responsible for overseeing strategic and day-to-day implementation of Creative’s electoral support project in Libya. S/he will provide supervision and guidance to the technical advisors and support services personnel. S/he will work closely with the Chief of Party to ensure implementation is closely aligned with the overall program.
Reporting & Supervision:
This position reports to the Chief of Party. The Resident Advisor for Electoral Processes will work with a diverse group of Libyan and Tunisian staff members to achieve the goals and objectives of Creative’s programs.
Primary Responsibilities:
- Provides technical leadership in the implementation of the project, Resident Advisor for Electoral Processes manages critical program components and service delivery, and coordinates the work of Creative’s team with other implementers.
- Supports the development of implementation strategies and work plans, and coordinates the day-to-day management of technical staff and project implementation.
- Provides leadership and oversight of the core project functions (program design, documentation, approvals, and close-out).
- Ensures that planned project activities are included in work plans, within budget and are properly documented.
- Supervise local staff in management of project grants to local civil society organization, ensuring deliverables are met and conducted in accordance with USG and Creative regulations.
- Provides information for weekly, quarterly and annual project updates and reports.
- Oversee management of procurement actions and local contracts to ensure they meet USG and Creative regulations;
- Ensure that donor-specified reporting requirements are met in coordination with the DC-based project staff;
- Assists and mentor the monitoring and evaluation officer in developing and implementing the program's monitoring and evaluation plan;
- Ensures close cooperation and coordination between other projects and with procurement, HR, finance and administration units.
- Promotes a team approach and a learning culture across all operational support services to prioritize and ensure responsive, quality support to delivery of project activities.
- In coordination with COP and HQ, assist recruitment, and hiring of local staff in Libya and Tunisia, as well as local consultants.
- Ensures the consistent implementation of the project with adherence to donor policies and procedures across all operational support services.
- Provides on-going problem-solving guidance for project staff on issues related to operational functions.
- Interacts productively and collegially with project partners and stakeholders.
- Represents the project at a senior level in meetings and events.
- Serves as an active member of the project’s Senior Management Team.
Required Skills & Qualifications:
- Minimum 8 years’ of technical experience in the areas of legislation drafting and review, parliamentary strengthening, advocacy, and local governance.
- Minimum of 7 years’ management experience, preferably 5 years with a U.S. Government-funded project.
- Demonstrated management ability with capacity to think strategically, prioritize and meet deadlines in a complex and challenging environment.
- Strong diplomacy skills; ability to establish and maintain good working relationships with partners, donors and other stakeholders in a sensitive environment.
- Bachelor’s Degree political science, international affairs, or related field. Master’s degree highly preferred.
- Demonstrated knowledge of report writing and management of budgets
- Working proficiency in Arabic desired.
