Proposal Objective:
SI is planning to bid on an impact evaluation of the five-year $253 million MCC/Mali AIP of the Mali Compact. The project ended in 2012, and the goal was to increase production and productivity, increasing farmer incomes, improving land tenure security, modernizing irrigated production systems and mitigated the uncertainty from subsistence rain-fed agriculture by introducing innovative agriculture, land tenure, and water management practices.

Position Description:
SI is seeking an Irrigation Specialist consultant to be a member of the evaluation team and provide evaluation and technical support. The Specialist will report to the Team Leader.
Responsibilities:
· Provide technical and contextual inputs for Mali and irrigation sector in the review of the evaluation design.
· Participate in data collection activities and surveys in the interim and final evaluations.
· Assist in designing appropriate evaluation tools.
· Contribute to the evaluation reports.
Qualifications:
· Master’s or higher in economics, business, policy, or a related field.
· Minimum of five years of relevant experience in research and evaluation, especially rigorous impact evaluation.
· Demonstrated experience in irrigation development in Mali, with a focus on how it integrates with land tenure.
· Experience working on USAID or MCC irrigation or land tenure projects in Mali.
· Fluency in spoken and written French and English.
