Proposal Objective:
SI is planning to bid on an impact evaluation of the five-year $253 million MCC/Mali AIP of the Mali Compact. The project ended in 2012, and the goal was to increase production and productivity, increasing farmer incomes, improving land tenure security, modernizing irrigated production systems and mitigated the uncertainty from subsistence rain-fed agriculture by introducing innovative agriculture, land tenure, and water management practices.

Position Description:
SI is seeking a Qualitative Analyst and Gender Specialist consultant to be a member of the evaluation team. The Analyst will contribute to the evaluation design, lead qualitative data analysis and involvement in report writing, oversight of data collection and design of evaluation tools. The Qualitative Analyst and Gender Specialist will report to the Team Leader.
Responsibilities:
· Contribute to and review the interim and final evaluation designs.
· Lead qualitative data analysis.
· Contribute to report writing.
· Oversee data collection activities.
· Design evaluation tools.
· Ensure gender is incorporated according to MCC regulations.
Qualifications:
· Master’s or higher in economics, business, policy, or a related field.
· Minimum of five years of experience in research and evaluation.
· Demonstrated experience conducting qualitative data analysis, providing oversight of data collection activities, and designing evaluation tools.
· Knowledge and experience of qualitative data analysis techniques to process and organize large amounts of data.
· Technical expertise in agriculture, land tenure or irrigation sectors, with a special emphasis in gender and gender analysis.
· Experience evaluating USAID or MCC projects.
· Fluency in spoken and written French and English.
