Context:
Under the direct supervision of the Director, Department of Migration Management (DMM) and in coordination with relevant departments in Headquarters (HQs) and relevant experts in the Regional Offices (ROs), the successful candidate will be responsible and accountable for developing and overseeing the activities of IOM's Labour Mobility and Human Development Division (LMHD) including: labour mobility, migration and development and migrant training and integration.
Core Functions / Responsibilities:
- Develop, clarify and contribute to IOM’s strategic positioning in the areas of labour mobility and migration and development in coordination and consultation with other relevant departments at Headquarters.
- Work closely with the Regional Thematic Specialists and provide guidance, direction and technical support to IOM’s Regional and Field Offices in the areas of labour mobility, migration and development and migrant training and integration.
- Take full responsibility for the implementation and development of ongoing global initiatives and programmes, spearhead the development of new initiatives including in collaboration with partners from the government and private sector and civil society.
- Play an integral role in policy discussions both internally and externally with key partners and stakeholders from the government and private sectors and civil society in order to strengthen IOM’s visibility and positioning.
- Identify areas of strategic importance to LMHD and, in collaboration with other Departments and Regional Offices, advocate for their inclusion in national, regional and global policies and programmes. In particular, ensure that the Organization’s priorities are reflected in global regional and global processes (such as the Global Forum on Migration and Development).
- Assess the appropriateness and effectiveness of programme development strategies and recommend process improvements and strengthen the consistency and quality of IOM activities globally through the development and implementation of guidelines.
- Regularly report to and advise the DMM Director of global, regional and relevant national developments in labour mobility and migration and development and make recommendations, where appropriate, for action.
- Represent the Organization at international conferences and meetings.
- Manage the Division's human and financial resources.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Law, Political Science, Social Sciences, Migration Studies or a related field from an accredited academic institution with ten years of relevant professional experience; or
• University degree in the above fields with twelve years of relevant professional experience.
Experience
• Experience in the field of migration, including in policymaking, policy dialogue, international diplomacy and/or multilateral cooperation;
• Extensive experience in liaising with governmental authorities, other national/ international institutions, entities of the United Nations, civil society and international organizations, and academic and private sectors;
• Sound knowledge of thematic issues relevant to IOM’s operational; policy and research work on Labour Mobility and Human Development.
Languages
Fluency in English is required. Working knowledge of French and Spanish is an advantage.
