Context:
Under the overall supervision of the Regional Director for the Middle East and North Africa in Cairo and the direct supervision of the Chief of Mission in Tunisia, the successful candidate will be accountable and responsible for the production of depth analyses of economic needs of migrant and host communities in North Africa with the aim of developing targeted interventions. Moreover s/he will plan and coordinate the launch and implementation of IOMs activities to support migrants’ rights as well as livelihood and economic development opportunities for migrant and host communities (with direct management of these activities in Tunisia), including those to be carried out under the project, Regional Development and Protection Programme – North Africa” (RDPP – NA).
Core Functions / Responsibilities:
- Plan, manage and monitor IOMs community economic development and social cohesion activities in Algeria, Egypt, Libya, Morocco, and Tunisia under the RDPP – NA project, including direct implementation of activities in Tunisia and oversight and coordination of Project Officers implementing activities in Algeria, Egypt, Libya and Morocco, in accordance with IOM standards and procedures as well as donor requirements.
- Assess Tunisian governmental policies and interventions for employment promotion
(including employment). Facilitate capacity building of national stakeholders in Tunisia (governmental, private and NGOs) with regard to the promotion and dissemination of employment policies.
- Liaise with governmental and governmental partners at the central and local levels, providing responsive and professional technical assistance and training related to the RDPP NA project as required.
- Contribute to the identification of interventions to support economic development and social cohesion among migrant and host communities in Tunisia as well as the projects other target countries.
- In coordination with Project Officers, establish and implement grant disbursement, reporting and monitoring mechanisms, including a comprehensive tracking system to monitor grants and ensure that relevant documentation can be made available upon request.
- Ensure equal access to RDPP NA activities by all segments of relevant community, including equal access and gender participation.
- In coordination with Project Officers, organize training workshops and capacity building programs for project beneficiaries and partners including local CSOs and Microfinance Institutions associated with NA project activities.
- In coordination with the Monitoring & Evaluation Specialist, establish and implement a monitoring and evaluation system for project activities.
- Oversee field offices’ programmatic and operational activities relevant to the RDPP – NA.
- Establish and/or maintain strategic and technical partnerships with relevant Government entities, civil society organizations, UN agencies and other stakeholders to promote IOMs community stabilization activities. Complement existing governmental as well governmental initiatives which support labour market rehabilitation and the strengthening of social and economic services, in turn fostering stability in the country and the region.
- Identify new programme and project possibilities in Tunisia in relation to expressed governmental needs, donors’ priorities and in line with IOMs mandate and strategy.
- Supervise project staff and consultants, ensuring responsibility is appropriately delegated and helping to build relevant internal capacities.
- Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM's image and activities.
- Effectively manage communications on project activities with the donor agency including coordination of the project Steering Committee and timely reporting on project activities.
- Undertake site visits and duty travel as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Masters degree in Development, Political/Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in a related field three years of which are spent in the MENA region;
• Understanding of the complex political environment of the MENA region;
• Familiarity with peculiarities and problems of labour market in transition economies, namely the relationship between labour market behaviour and economic cycles, as well as pattern of informality, mobility and migration; familiarity with labour legislation in the country/ region;
• Extensive experience in liaising with government authorities, other national/international institutions and donors (including EU institutions);
• Excellent knowledge of migration management principles, concepts and techniques;
• Experience in community economic development in the MENA region an advantage, along with a strong background in institutional capacity-building.
Languages
Fluency in English and French is required.
