Proposal Objective:
SI is planning to bid on an impact evaluation of the five-year $253 million MCC/Mali AIP of the Mali Compact. The project ended in 2012, and the goal was to increase production and productivity, increasing farmer incomes, improving land tenure security, modernizing irrigated production systems and mitigated the uncertainty from subsistence rain-fed agriculture by introducing innovative agriculture, land tenure, and water management practices.
Position Description:
SI is seeking a Team Leader consultant to design and implement an impact evaluation of the AIP. The Team Leader will oversee and manage the evaluation teams, providing quality assurance across activities. S/he will review the previous evaluation design and baseline/interim data, conduct evaluability assessment, implement data collection, and complete interim and final evaluation reports.
Responsibilities:
· Lead the evaluation team members, providing quality assurance across deliverables.
· Oversee and provide technical inputs on interim and final evaluations (including design review, survey design and tools development).
· Coordinate and oversee field data collection activities.
· Consolidate individual input from team members.
· Lead the preparation and presentation of the key evaluation findings, conclusions and recommendations to MCC/Mali.
· Design and conceptualize data collection and analysis methods.
· Conduct field studies on irrigation service standard assessment.
· Provide quality-control oversight to evaluation inputs.
· Develop protocols for ensuring data quality.
Qualifications:
· Master’s or higher in economics, business, policy, or a related field.
· Minimum of five years of proven technical experience conducting and managing rigorous impact evaluations.
· Sectoral experience in irrigation, and land tenure security in Francophone sub-Saharan Africa, preferably in Mali.
· Experience as Team Leader evaluating USAID projects or MCC projects.
· Fluency in written and spoken French and English.
