Established in 1951, IOM is the leading inter-governmental organization in the field of migration
and works closely with governmental, intergovernmental and non-governmental partners. IOM
is dedicated to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
Internal and external candidates will be considered for this vacancy. For the purposes of this
vacancy, internal candidates are defined as staff members holding a regular, fixed-term or
short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the
Organization, unless otherwise specified in their contract. Staff members holding a regular,
fixed-term or short-term graded contract will not retain their contract type if appointed to an
ungraded position.
Context:
Under the overall supervision of the Chief of Mission (CoM) in Uganda and the direct
supervision of the Project Manager (IBM) in Uganda, the successful candidate will be
accountable and responsible for supporting the planning, coordination, implementation and
monitoring of border management activities in Uganda.
Core Functions / Responsibilities:
  1. Support the overall direction of IOM's border management portfolio in Uganda to promote its effectiveness, coherence and integrity, as well as to build linkages with other border management activities taking place in the region.
  2. Support the implementation and monitoring of operational, financial and administrative components/aspects of the project in close coordination with the Project Manager and the Resource Management Unit.
  3. Undertake duty travel, in line with prevailing security restrictions, relating to project assessments, liaison with counterparts, and project implementation, as required.
  4. Draft and coordinate regular project reports in a timely manner according to donor formats, in close coordination with the Project Manager and Monitoring and Evaluation (M&E) Officer.
  5. Facilitate the timely recruitment and training of national and international contractors and consultants in accordance with IOM's procedures and regulations.
  6. Carry out all administrative and logistical arrangements necessary for conducting training workshops and stakeholder meetings in coordination with government counterparts, the Resource Management Unit and the African Capacity Building Centre.
  7. In coordination with the donor and IOM’s Media and Communications Division, support adequate information management of project-related activities including awareness-raising and visibility, regular updates, summaries, and press releases, and production of other relevant materials.
  8. Support in drafting portions of, and coordinate, cooperation agreements, service agreements and Memoranda of Understanding (MoUs) with government entities, donors, contractors and other stakeholders, in close coordination with Headquarters' Office of Legal Affairs.
  9. Support regular monitoring and evaluation of project activities. Ensure proper utilization of standard operating procedures, manuals, guidance notes, M&E tools and methodologies in the implementation of project activities. Identify and recommend the implementation of improvements in project delivery and coordination.
  10. Participate in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination and presentation of border management activities.
  11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.
Experience
  • Experience in project implementation and management;
  • Familiarity and comfort with the issues of border management, irregular migration and migrant smuggling from both operational and policy perspectives. Specific knowledge of document fraud and identity management, border management standard operating procedures, operation and management of border management information system would be an advantage;
  • Experience liaising with immigration authorities would be a distinct advantage;
  • Commitment to quality and high attention to detail as well as strong organization skills;
  • Excellent English language skills;
  • Willingness and ability to travel extensively;
  • Experience working in East Africa an advantage;
  • Good level of computer literacy.
Languages
Fluency in English is required.

    Other:
  • Internals of the Organization and NMS candidates, as well as external female candidates, will be considered as first-tier candidates. This vacancy is also open to second-tier candidates.
  • The appointment is subject to funding confirmation.
  • Appointment will be subject to certification that the candidate is medically fit for appointment, accreditation, any residency or visa requirements, and security clearances.
