PROGRAM/DEPARTMENT SUMMARY:
Mercy Corps is an international humanitarian and development Non-Governmental Organization which has been operating in the Democratic Republic of the Congo (DRC) since August 2007, with a staff of about 200 people. Mercy Corps' country office is located in Goma with field offices in Katwe, Mweso, Butembo (North Kivu) and Bukavu (South Kivu), and a representative office in Kinshasa.
Mercy Corps activities in DRC currently focus on the provision of Water, Sanitation and Hygiene (WASH) services in camps of internally displaced persons (IDP), and also on large-scale WASH infrastructure and the development of service delivery in urban centers. Mercy Corps also implements food security, good governance and economic recovery programs, with an increasing shift towards transitional and integrated development programming
GENERAL POSITION SUMMARY:
Mercy Corps is looking for an energetic, enthusiastic and talented intern with initiative, strong analytical capabilities and an ability to think creatively to support with the monitoring and evaluation of Mercy Corps emergency programs, while also helping to build and maintain a culture of learning across Mercy Corps' programs in DRC.
Working under the supervision of the Country Monitoring and Evaluation Manager and in close cooperation with all programs/departments, s/he will support with the design, roll out, data analysis and report writing for the assessments, monitoring exercises and evaluations linked to Mercy Corps' emergency projects – in addition to acting as the mission wide focal point for capturing and effectively disseminating lessons learned across programs. Linked to this she will also support with all mission level M&E processes (e.g. updating mission level M&E Framework & capturing data from standard indicators for Mercy Corps annual review). Finally, s(he) will also support as required in the proposal development process, either by supporting with the analysis and presentation of data as required by the project writer, or potentially also supporting the drafting process, depending on his/her capabilities.
ESSENTIAL WORK FUNCTIONS:
This person will therefore support the team through five main work-streams, in relative order of priority:
  1. Provide support to the M&E teams when conducting data analysis or writing reports linked to assessments, monitoring exercises and project evaluations. Tasks may include:
  2. Design of survey terms of reference in conjunction with relevant teams
  3. Design of questionnaires in conjunction with relevant team.
  4. Programming of questionnaire in ODK
  5. Ensuring quality of incoming data
  6. Conducting excel based analysis
  7. Drafting up report and disseminating findings to relevant teams
  8. Support the continuing roll out of the “bon apprentissage” initiative, by which experts from different areas of Mercy Corps DRC Office present to staff on subject areas of general interest on a monthly basis (e.g. humanitarian principles, use of GIS in program, how to work with ODK etc.). Tasks include:
  9. Identify potential participants
  10. Coordinate
  11. Support the M&E Manager to develop a lessons learned capture strategy and roll it out with programs. Tasks include:
  12. Development of proposed approach in conjunction with M&E Manager
  13. Drafting of strategy
  14. Presentation to staff and incorporation of feedback
  15. Support with operationalization of proposed approach (e.g. lessons learned capture workshops, ensuring lessons learned are presented before submission of each new proposal etc.).
  16. Support the M&E Manager to fulfil mission level M&E requirements. Tasks include:
  17. Leading the information collection exercises linked to update of annual review data.
  18. Supporting with the finalization of mission level M&E framework.
  19. Support the Program Director with the proposal development process for new emergency projects as required. Tasks include:
  20. Serve as a resource to M&E Manager and Director of Program to provide relevant data (primary or secondary) _in support of program development objectives and support with drafting as required.
  21. Support program director to ensure that new proposal initiatives are in line with new donors' regulations
KNOWLEDGE AND EXPERIENCE:
  • English and French fluency, spoken and written
  • Graduate study in international development, public health, international law, international relations, statistics, anthropology or other relevant course study
  • Some research experience preferred
  • Strong writing and analytical skills required
  • Ability to respect Mercy Corps procedures, to meet deadlines, to work independently and cooperatively with team members is required

ACCOUNTABILITY/REPORTS DIRECTLY TO: Monitoring and Evaluation Manager
LIVING CONDITIONS:
This position will be based in Goma (DRC). Accommodation will be provided in Goma within group housing. Goma is a provincial capital of over 700,000 inhabitants. Living in Goma is comfortable, although water and electricity can be unstable. There are different restaurants and leisure activities available.
While conditions in the country are improving, there are still pockets of violence and insecurity. Mercy Corps' sub-offices experience variable levels of insecurity, with the situation closely monitored by UN peacekeepers. Air travel is necessary to get from one end of the country to the other. Mobile phones and cellular service are widely available. Internet is available in all Mercy Corps offices. There are a number of health services available with evacuation options for serious illnesses. There's reasonable access to most consumer goods, although they can be expensive.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
