Education Program Specialist (European Union), P-3, Bangui CAR

Purpose of the Position
  • Accountable for formulation, design, planning, implementing, and monitoring of the education program in CAR funded by the European Union
  • Ensure overall efficiency and effectiveness of the Programme management, delivery and accomplishment of Programme goals and objectives.
  • Ensure that monitoring mechanisms are in place to track progress towards goals and targets addressed in the Programme which was designed in accordance with the initial new funding request submitted to the EU (2013-2015), the Transition Plan (2013-2015), and UNICEF Goals priorities (including the emergency plan).
  • Ensure close coordination and harmonization between the EU programme and the EU program activities
  • Ensure clear and effective communication and coordination with all partners involved and the Ministry of education through coordination and reporting mechanisms.
Key Expected Results
1. Programme Planning, Development and Management
  • Enhance effectiveness and delivery of EU Programme though appropriate planning, development, and management under a coordinated approach with the MoE Secrétariat Technique Permanent (STP), the implementing partners and the members of the Education Cluster/Local Education Group (LEG)
  • Develop concrete workplans, including clear selection criteria, budgets and timelines, to translate strategies into action
  • Provide technical support and guidance on appropriate technical, financial and institutional capacity building measures to achieve education programme goals.
  • Provide contributions to wider EU processes, leveraging lessons learnt from accelerated funding Programme.
2. Programme Delivery and Monitoring
  • Guide the STP and implementing partners in order to enable timely delivery of activities that are linked to specific components with its own unique outcomes and outputs.
  • Responsible for ordering supplies accordingly to project, elaborating the distribution plan and use of material by targeted beneficiaries with the support of the supply officer and administrative assistant
  • Accountable for monitoring, analysis and the timely preparation of status/financial reports to the donor, utilizing available education data (pre and post-crisis) and information relative to the Programme baseline and target indicators.
  • Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve EU Programme requirements and objectives.
  • Conduct field visits to monitor Programmes and collect information. Conduct periodic Programme reviews with Government counterparts and other partners.
3. Evaluation and Reporting
  • Ensure Programme efficiency and delivery through a rigorous and transparent approach to evaluate with an emphasis on gender-disaggregated data.
  • Participate in major evaluation exercises, Programme reviews and annual sector review meetings with government counterparts incorporating results from the EU Programme.
4. Communication and Coordination
  • Ensure communication among education partners (including Education Cluster and Local education Sector Group) to provide status update on the Programme.
  • Share status reports and any impact/outcomes throughout the Programme period.
  • Set up effective communication and coordination mechanisms amongst implementing and government partners
  • Liaise with EU project implementing team and ensure strong coordination
5. Knowledge Management
  • Promote knowledge management by sharing activity-level information to promote harmonization of donor programmes.
  • Ensure exchange of knowledge, information, experience or lessons learned; provide solid technical recommendations on major programme directions and on introduction of new initiatives in the country that relates to components of the EU Programme.
  • Interact with Government and other partners, NGOs, UN and bilateral agencies in the different stages of the education Programme implementation to follow up on agreements and recommendations.
  • Document UNICEF's experience as Supervising Entity of funding EU Programme.
6. Rights-Based Projects through Results-Based Approach
  • Promote the quality of rights-based education programming through participation in the formulation of Programme goals, strategies and approaches.
  • Bring coherence, synergy and added value to sectoral or Programme management processes using a results-based management approach to planning and design, implementation, monitoring and evaluation.
7. Advocacy
  • Collaborate with the Communication Section to ensure development of effective communication materials and strategies to support advocacy and social mobilization efforts.
Qualifications of Successful Candidate
  1. Education
Advanced university degree in one or more of the disciplines relevant to the following areas: Education; Primary Education, or Social Sciences fields relevant to international development assistance. Some demonstrative capacity to identify and monitor gender inequalities, as well as develop and implement gender mainstreaming in programmes
*First university degree with additional two-years of relevant work experience is acceptable in lieu of an advanced university degree.
  1. Work Experience
Minimum 5 years of relevant work experience at national and international levels in fields relevant to education programmes (with a minimum of 3 years in an emergency context). Experience working in the UN or other international development organization an asset. For National Officer, national level work experience in a field relevant to development assistance. Fluency in French and English.
  1. Language
Fluency in French and English is required. Knowledge of another official UN language or a local language is an asset

Remarks
* The successful candidate for this emergency recruitment MUST be available to commence work within 31 days of receiving an offer.
