Proposal Objective
SI is planning to bid on an evaluation of the MCC Benin II Energy Compact. The objective of the compact is to expand business production and productivity, generate greater economic opportunities for households and improve the capacity to provide public and social services by improving the supply of electricity in Benin. The evaluation will be assessing the outcomes and impact of the electricity generation and distribution infrastructure projects. It is expected that the design will entail metering of the electricity network, a panel survey of households, a panel survey of enterprises, analysis of secondary data, and complementary qualitative research. The period of performance for this evaluation is one year, plus eight option years.
Position Description:
SI is seeking a Gender and Social Inclusion Specialist/Qualitative Researcher for the Benin II Infrastructure Evaluation. This individual will provide technical and methodological leadership for the qualitative and social and gender-related aspects of the evaluation.
Responsibilities include:
- Review Compact related documentation and contribute to an evaluability assessment of the Compact’s infrastructure investments in Benin (Year 1).
- Participate in the design of the evaluation and play a leadership role in the qualitative and social and gender aspects of the evaluation design (Year 1).
- Participate in and play a leadership role in (a) the development of qualitative research tools, (b) qualitative data collection, (c) qualitative data analysis, (d) qualitative report writing for baseline, interim, and final data collection (Future years).
- Ensure gender and social inclusion criteria are incorporated according to MCC regulations.
Qualifications:
- Master’s or higher in the social sciences, international development, international affairs, energy, business, policy, or a related field required.
- Minimum of five years of experience in research and evaluation.
- Demonstrated experience with interview and focus group methodologies.
- Demonstrated experience designing evaluation tools and providing oversight of qualitative data collection activities.
- Knowledge and experience of qualitative data analysis techniques to process and organize large amounts of qualitative data.
- Experience evaluating internationally donor funded projects.
- Fluency in spoken and written French and English.
