Key Performance Areas
Under the supervision of the Head of Procurement of the NEPAD Planning and Coordinating Agency or his/her delegate, the Procurement, Travel and Stores Officer will be responsible for coordinating activities of procurement, travel and stores to ensure successful delivery of procurement services for the NEPAD Agency.
Specifically, the incumbent will:
- Plan, manage and provide technical advice on procurement activities, in line with the African Union rules, procedures and regulations ensuring compliance as well as conformance with best practices.
- In consultation with Directorates / Divisions / Programmes, develop annual procurement plans and report on procurement activity.
- Prepare Terms of Reference (TORs), Bid Documents, Requests for Information (RFI) and advertise RFI in appropriate media and ensure documents are issued to bidders.
- Facilitate the pre-qualification of suppliers of goods and services and maintain the supplier database, agree terms and negotiate supply agreements where appropriate, including discounts and other cost saving opportunities.
- Facilitate the evaluation of bids, expressions of interests in line with the NEPAD Agency procurement procedures and processes as well as maintain custody of the tender box.
- Liaise with the African Union Commission (AUC) and development partners regarding the harmonisation of improvement of procurement policies, practises and procedures for the NEPAD Agency.
- Maintain the integrity of the stores, stock items level and records by establishing control mechanisms and internal audit systems for inventory.
- Build relationships with approved suppliers to ensure effective and efficient cost and quality delivery of goods and services to the NEPAD Agency.
- Implement and manage all travel vendor contracts and relationships and continuously evaluating supplier performance, ensuring consistency of service, quality, and compliance to contracts and established service level agreements.
- Maintain and administer NEPAD Agency travel policies and procedures, ensuring policy compliance at all times.
- Maintain consistent availability to assist travelers with complex arrangements and manage urgent travel-related issues or travel disruptions.
- Supervise procurement and stores staff, as required.
- Perform other related duties as may be assigned.
