Evaluate for Health Project Summary:
The Ghana Evaluate for Health Project (Evaluate) provides operations research and evaluation support to the entire USAID health portfolio, including establishing baselines, developing and implementing rapid assessments, studies and evaluations, analyzing performance data, and building the capacity of Ghana's research and academic institutions. The project team is based in Accra.

Position Summary:
The Data Manager will support Evaluate, USAID's Office of Health, Population and Nutrition (HPNO) and the HPNO implementing partners (IPs) in accessing data from the Ghana Health Service's (GHS) Digital Health Information System (DHIMS 2). S/he will work closely with the GHS's data coordinator to obtain, review and analyze the information required for IP performance monitoring and reporting. S/he will support Evaluate's other data collection, analysis and reporting activities as needed. The Data Manager will be based the Evaluate office in Accra, and will travel according to project needs.
Responsibilities:
- Serve as the point of contact on all DHIMS 2 related data needs for all USAID/HPNO IPs.
- Work closely with the GHS-PPMED Data Coordinator to collect data on all DHIMS 2-related indicators used by IPs.
- Develop data quality standard operating procedure for data collection processes.
- Develop database to enter data collected from DHIMS 2 for indicators on monthly basis.
- Review data extracted from DHIMS 2 related to IP performance indicators to identify potential data quality issues.
- Serve as the lead analyst for all DHIMS 2-related data for all IPs.
- Understand and ensure the confidentiality on data collected from DHIMS 2.
- Provide technical support in conducting data quality assessments of indicators for IPs.
- Support Evaluate for Health in all its responsibilities for USAID data collection, data analysis and data reporting on behalf of USAID and its IPs.
Qualifications:
- University degree in Statistics, Computer Science, Management Information System (MIS) or related field preferred
- Minimum of five (5) years of data management experience required.
- Minimum three (3) years of experience in collecting, reporting and analyzing DHIMS2 data
- Experience with monitoring and evaluation for USAID or other donor-funded health programs preferred.
- Proven ability to respect confidentiality of sensitive data
- Knowledgeable in the use of one or more Statistical software packages such as SPSS/STATA
- Able to work independently
- Strong interpersonal skills
