Child Protection Specialist Gender-Based Violence in Emergencies (GBViE), P-4 NYHQ

Purpose of the Position
The Child Protection Programme Specialist, Gender-Based Violence in Emergencies (GBViE) at the P-4 level will be under the guidance and direct supervision of the Child Protection Specialist, Gender-based Violence in Emergencies (GBViE), Child Protection Section, Programme Division. This is a temporary position that will help catalyse UNICEF's expanding GBViE initiatives by providing additional management within the specific timeframe of increased workload.
The Child Protection Programme Specialist, GBViE supports the overall implementation and management of UNICEF's GBViE programming by providing technical support with programming formulation, design, planning, implementation, monitoring and evaluation at both headquarters and field levels. The Programme Specialist will ensure overall efficiency and effectiveness of programme management and delivery, as well as the accomplishment of programme goals and objectives linked to the UNICEF GBViE Game Plan under the corporate Gender Action Plan. This includes building capacity to address GBViE, with a specific focus on knowledge management, evidence generation, and monitoring and reporting aspects of UNICEF global, regional and country-level programming. The Programme Specialist works in close collaboration with other team members in the Child Protection Section, colleagues in other Divisions, staff of other UN agencies, and international organizations, subject matter experts, and bi-lateral donors.

  • Provide technical leadership and operational support to UNICEF regional and country offices, as well as operational and implementing partners where applicable, in the evidence-based formulation, design, planning and development of UNICEF's GBViE programming and strategic plans to ensure overall efficiency and effectiveness of programmes as well as accomplishment of programme goals and objectives.
  • Identify bottlenecks and potential problems, and take timely decisions to resolve potential issues.
  • Ensure programming is undertaken in line with the Core Commitments for Children in Humanitarian Action as well as regional and country-specific Humanitarian Response Plans.
  • GBViE-related programme implementation and management, and monitoring and reporting of results
  • Provide technical leadership and operational support in the implementation, management, monitoring and reporting of UNICEF's GBViE programmes, including robust monitoring and review of programmes and budgets to assess progress, identifying bottlenecks and potential problems, and taking timely decisions to resolve issues.
  • Support the coordination, delivery and implementation of activities carried out by the Child Protection (CP) Section UNICEF Headquarters related to GBViE, including the management of consultancies, institutional contracts and project cooperation agreements, ensuring timely delivery of quality products and deliverables.
  • Provide technical support in indicator identification, measurement and performance tracking as it relates to GBViE programmes.
  • Support the strengthening of data systems and collection, accountability mechanisms, and high-quality reporting on GBViE programme results.
  • Support and strengthen the quality of research and evidence building on GBViE programmes, bringing in the latest learning and insights and putting in place a coherent, well-prioritized research agenda in alignment with the Child Protection Section's strategic planning and goals.
  • Undertake field visits and surveys to monitor and evaluate GBViE programme development and implementation, identifying problems and proposing remedial action. Identify alternative courses of action/tools needed to accelerate or improve programme delivery.
  • Support the Child Protection Section in preparing reports and other documentation, including work plans and budgets, as relates to GBViE.
  • Draft monitoring and evaluation reports to identify gaps, strengths/weaknesses and lessons learned in UNICEF's GBViE programming.
  • Draft programme and donor reports for management, donors and partners to keep parties informed on programme progress and critical issues.
  • GBViE-related advisory services and technical support
  • Provide technical advice and guidance to UNICEF offices and key partners at country, regional and headquarters levels on policies, strategies, best practices and approaches for addressing GBViE.
  • Participate in strategic discussions to influence policy and agenda-setting in relation to GBViE by advising on and advocating for strategies and approaches within a broader agenda on protection.
  • Draft policy papers, briefs and other strategic programme materials for management use, information and/or consideration.
  • Work with UNICEF CP sections as well as other sections (such as WASH, Health, Education, Nutrition, etc.) to ensure GBV prevention and response is adequately integrated into programmes per the IASC (2015) Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action and in line with UNICEF's GBViE Programme Resource Pack.
  • Work with Country Office UNICEF CP, WASH and C4D sections to systematically develop programmes to resource, pre-position and distribute emergency supplies, such as dignity kits.
  • GBViE-related advocacy, networking and partnership building
  • Contribute to establishing and sustaining effective, close working partnerships with relevant global partners, UN System agency partners, international organisations, internationally recognised institutions and experts, donors and funding organisations, research institutes and the private sector in order to reinforce cooperation and achieve sustainable results in GBViE.
  • Serve as a focal point for key inter-agency initiatives, including UNICEF engagement in the Gender-based Violence Information Management System and the Transforming Households: Reducing Incidence of Violence in Emergencies project with Columbia University.
  • Contribute to the preparation of advocacy, communication and information materials in relation to UNICEF GBViE efforts to promote awareness, establish partnerships/alliances and support fundraising for programme interventions.
  • GBViE-related innovation and knowledge management
  • Keep abreast of and research trends and good practices in relation to GBViE to ensure comprehensive data is available to guide UNICEF's strategic policy, advocacy and guidance on programme development and implementation.
  • Map out, assess and document promising practices and knowledge learned within UNICEF's efforts to address GBViE.
  • Maintain and update UNICEF website and intranet with information related to GBViE.
  • Promote critical thinking, innovative approaches and good practices for sustainable programmes to address GBViE through advocacy and technical advisory services.
  • Qualifications of Successful Candidate
  • An Advanced University degree in international development, social science or related technical field (e.g. public health, social work, political science, human rights, etc.) or equivalent work experience within the field of GBV) is required.
  • A minimum of 8 years of professional experienceat the national and international levels in programme planning, management, monitoring and evaluation related to addressing GBViE is required. Relevant experience in programme/project development and management in an international organization is an asset.
  • Relevant experience in child protection and related areas, program/project development and management in a UN system agency or organization is an asset.
  • Fluency in English is required.Knowledge of another official UN language or a local language is an asset.
