A. CONTEXT
MINUSCA mission is implementing a construction program for brick/masonry buildings, across the whole mission area, with aim to replace the prefabricated buildings, being used by its Civilian, military and police staff, for accommodations and offices purposes. This program, as per the directives of the DFS and as a result of the USG DFS’s recent visit to CAR, will be implemented using local materials and labor force, in order to boost the local economy and provide sustainable facilities to remain after the mandate is completed.
This program comprise, amongst all:
- Purchase of local Water & Sanitation materials, needed for the implementation of this program.
- Labor intensive employment and supervision for proper implementation.
- Vocational/skills training and job employment on site.
- Infrastructure improvement
- Community reconciliation.
- Economy boosting.
- Outreach and social mobilization
- Gender sensitization.
B. ORGANISATIONAL CONTEXT:
Under the overall supervision of the Chief Engineer’s office in Bangui, or his/her delegated representatives in Bangui and the Sectors, these international individual contractors (IICs) will be performing their overall duties and responsibilities and reporting periodically the progress of their Water & Sanitation installations at their respective sites
C. GOAL AND OBJECTIVES
The international individual contractors (IIC) is expected to deliver on the following objectives:
· Perform skilled level plumbing works required in the construction and maintenance of the hard wall accommodations and office buildings. The work includes new installations, maintenance and repair of water and sewage systems in accordance in accordance with the standard practices
· Assess, plan, prepare concept and Install water distribution network, sewage network, firefighting network (where is needed), for the new hard wall installations and all other facilities where is needed.
· Receive Engineering Work Order Requests (EWRs), prints or sketches for the job. Must be able to read blue prints and sketches,
· Supervise a group of plumbers and laborers, including training on site, for the installation of all plumbing and sanitation networks, related to the sites.
· Estimates material requirements and tools or equipment needed to perform the job. Make sketches showing the details for the job
· Sets up and operate plumbing tools to cut, form and finish material for the job. Lubricates and maintains plumbing ship equipment. Use and care of power tools.
· Detects possible defects in plumbing, electrical and mechanical systems,
· Construct / install water and sewage systems such as pipe lines, manholes, drainage systems, etc.
· Installs water pumps if and when required.
· Install Water Treatment Plants for the compounds, whenever required, with the assistance of the Water & Sanitation unit.
· Install Waste water Treatment Plants for the compounds, whenever required, with the assistance of the Water & Sanitation unit.
· Install water tanks and connecting them to the overall network at the compounds.
· Perform other related duties as required.
E. QUALIFICATIONS
Education:
Certificate showing technical competency at the journey level as a Professional plumber, water and sanitation technician, from a recognized and accredited institution. If not available, the Water & sanitation technician will need to provide a copy of his/her highest education degree/diploma obtained with employment certificate from or copy of contract with the last employer. The Water & Sanitation technician must have a valid Driving License and be able to successfully pass the UN Driving test.
Demonstrable ability to work with a multi-national workforce required; Possession of a valid driving permit is an advantage and be able to successfully pass the UN Driving test.
Experience:
A minimum of 07 years of progressively responsible experience in the Water & Sanitation field and projects, including at least 5 years at the international level.
Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is desirable.
Technical knowledge and language:
Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is desirable. Experience working with youth engagement, community and program development and working successfully with community partners are preferable.
French & English are the working languages of the United Nations.
For the position advertised, fluency in oral and written English and French is advisable.
