VALUE CHAIN ANALYSIS FOR THE FISHERIES SUB-SECTOR IN MOGADISHU AND KISMAYO - CONSULTANCY - SOMALIA

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
Norwegian Refugee Council (NRC) has been present in Somalia since early 2004. Over these years, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations with programs in Food Security, Education, Water and Sanitation, Shelter, Information Counselling and Legal Assistance. Since 2013 NRC has become one of the leading actors in Implementing resilience programs in Somalia.
In South Central Somalia, NRC is implementing a four years’ resilience project funded by DFID through Building Resilient Communities in Somalia (BRCiS) consortium. The resilience program is intended to contribute to resilience of the target communities to shocks of drought, flood, conflict and diseases.
As part of NRC’s resilience program in Banadir (Mogadishu) and Kismayo of South Central Somalia, NRC through Participatory Community Analysis process undertaken in Hilac, Horseed and October villages in Mogadishu and Farnoole, Farjano and Calanley in Kismayo, has designed an intervention to promote ‘the commercial production and marketing of fish particularly in these villages and in Mogadishu and Kismayo in general. The initiative intends to mobilize, organize and support fisher folks and fish traders from the target areas to improve their outputs and sales margins through improving access to a number of inputs and output services. As part of this initiative, NRC now intends to undertake a comprehensive value chain analysis of the fisheries sub-sector in The target areas. We are looking for a dynamic value chain specialist to lead this process.
Purpose of the consultancy**
The main objective of the consultancy is to carry out value chain analysis of the artisanal fish sub-sector in Mogadishu and Kismayo and to produce a report that will guide NRC and other actors to develop and implement sector development activities that will improve enterprises in the fish value chain particularly for the above mentioned communities and in Mogadishu and Kismayo in general.
The study will generate data on the production and marketing of fish, identify and quantify the different marketing channels, assess various technologies for fish processing and identify opportunities and strategies for enhancing the growth and competitiveness of the subsector in Study area.
DELIVERABLES/SCOPE OF WORK
The study will specifically seek data or information to answer the following questions:
  1. Production of marine fish particularly in Hilac, Horseed and October villages in Mogadishu and Farnoole, Farjano and Calanley in Kismayo and generally in Mogadishu (Banadir) and Lower Juba regions: Identifying and quantifying the fisherfolks (by number and gender), their organization, outputs and the opportunities and challenges that they face.
  2. Marine fish processing, transportation, preservation and value addition: Assess mode of transporting fish from landing sites to end markets, the various techniques used in processing and/or preservation fish and the challenges and opportunities related to transportation and processing of fresh fish in the two regions.
  3. Input system for fishing production equipment and supplies, value addition and processing: Assess enterprises involved the fish subsector input and output businesses, their different margins, challenges and opportunities, and to identify critical areas within the marine/ artisanal fish value chain where interventions by NRC and other stakeholders could have the maximum benefit for the fisherfolks and fish traders/ or find answer to What are the most suitable assistances services and support required for the different types of fisheries livelihood/business opportunities(fishermen, traders and cooperatives) in Hilac, Horseed and October villages in Mogadishu and Farnoole, Farjano and Calanley in Kismayo.
PROCESS AND TIMELINE
  1. The study will involve consultations with all the stakeholders including but not limited to fisher folks, traders and cooperatives, in the above listed six villages and the two regions, private and public sectors that are involved the fresh fish sub-sector from producers up to end market consumers.
  2. The consultant to be identified for the assignment will help with the identification of the value chain actors and shall develop tools and methodologies through which they will be consulted.
  3. The exercise is expected to commence as soon as a possible and in any case not later than the middle of January 2017.
PROFILE OF THE CONSULTANT REQUIRED FOR THE TASKS
The Consultant will have:
  1. Have higher degree in water resources economics, agricultural economics, international development or related fields)
  2. At least 7 years of professional experience in international development, private sector or government
  3. Specific knowledge and experience of Value Chain (or sub-sector) Analysis in the fisheries or related sectors
  4. A good understanding of pro-poor business development and financial services
  5. Exceptional report writing, interpersonal and facilitation skills
  6. Experience of working in Coastline Countries like Somalia, Yemen or Kenya.
  7. Preference will be given to a candidate who has a good understanding of issues around aquaculture, marine resources or fish production and marketing. Experience in areas related to fishing technologies/economics as well as baseline data collection will be considered a plus.

  2. Technical and financial proposal – maximum 3 pages: This should provide information on key aspects of the methodology and analyses that the consultant proposes to use. The document should demonstrate that the candidate understands what needs to be done, possible areas of analyses and data to come out of the analyses. It should also include professional fees, subsistence cost report costs. Please note all costs must be broken down into details (no lump sums, no contingencies etc.)
  3. Example of previous work: This should be an assignment that was done in the last 1-3 years and should include the contacts of the organization or person that you worked for on this assignment.
NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not be involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
