The #Ending AIDS in West Africa (#EAWA) Project is the flagship HIV/AIDS project of the USAID Regional Health Office. The overarching goal of this project is to accelerate progress across the region towards Ending AIDS in West Africa through prevention, care and treatment and acceleration of achievement of UNAIDS 90-90-90 targets with a focus on Key Populations. The EAWA strategy focuses on Centers of Excellence as physical centers of a) high quality, integrated service delivery, demonstrating a regional "gold standard" and b) learning - compiling research and program evaluation from around the region, Africa and the world, as well as supporting new learning and evidence. Building partnerships towards replication and scale in order to accelerate progress of high impact approaches is the second key approach. #EAWA will make appropriate linkages to other activities supported by USAID/West Africa that support an improved policy environment for HIV/AIDS programming and improved commodity security of HIV prevention, care and treatment commodities.
The Monitoring, Evaluation and Learning (MEL) Specialist will provide the strategic guidance, vision, and management for successful monitoring and evaluation of an ambitious new regional, donor-funded HIV project. He/she will develop monitoring, evaluation and learning tools for the project as needed, including custom indicator development. He/she also will develop a research agenda including the development of core research questions and an evaluation and learning plan for the program. The MEL Specialist also will maintain a program monitoring database, and manage all MEL activities related to reporting on all required indicators and targets related to 90-90-90. The MEL Specialist also will support the documentation of best practices and facilitate the use of such data to foster learning; contribute to the design and assist in managing program assessments and evaluations; and promote a culture of evidence-based decision making.
Requirements
- Master's Degree in monitoring and evaluation (M&E), epidemiology, biostatistics, statistics, research methods, public health, or a related field;
- At least five years' experience designing and implementing M&E systems, particularly target focused systems, for donor-funded HIV programs. Experience with PEPFAR preferred.
- Proven experience working with development agencies and organizations, government officials, civil society leaders, community leaders, project beneficiaries and project staff;
- Excellent organizational, analytical, oral and written communications skills;
- Experience working with key populations preferred;
- Ability to collect, analyze, and present epidemiologic/surveillance data related to HIV testing, treatment, and retention.

- Training and capacity development experience
- Fluent in French and English
