A. CONTEXT
MINUSCA mission is implementing a construction program for brick/masonry buildings, across the whole mission area, with aim to replace the prefabricated buildings, being used by its Civilian and military and police staff, for accommodations and offices purposes. This program, as per the directives of the DFS and as a result of the USG DFS’s recent visit to CAR, will be implemented using local materials and labor force, in order to boost the local economy and provide sustainable facilities to remain after the mandate is completed.
This program comprise, amongst all:
- Purchase of local electrical materials, needed for the implementation of this program.
- Labor intensive employment and supervision for proper implementation.
- Vocational/skills training and job employment on site.
- Infrastructure improvement
- Community reconciliation.
- Economy boosting.
- Outreach and social mobilization
- Gender sensitization.
B. ORGANISATIONAL CONTEXT:
Under the overall supervision of the Chief Engineer’s office in Bangui, or his/her delegated representatives in Bangui and the Sectors, these international individual contractors (IICs) will be performing their overall duties and responsibilities and reporting periodically the progress of their electromechanical installations at their respective sites.
C. GOAL AND OBJECTIVES
The international individual contractors (IIC) is expected to deliver on the following objectives:
· To Train the Local Labor force on all works related to Electrical and Mechanical works, as part of capacity building in the mission.
· To carry out the installation of Electrical Equipment’s and generators within the construction sites and elsewhere in MINUSCA camps.
· To carry out repair, trouble shooting, routine and preventive maintenance related to Electrical and mechanical Engineering.
· Perform Professional electrical work, such as calculation of loads, able to distinguish faulty generator electrical panel board, well verse in electric multi meter.
· Conduct generator performance analysis, record and report all high fuel and lubricant consuming generator set.
· Advise the Supervisor regarding spare parts and tools requirement.
· Familiar in both Metric and English system tools and equipment.
· Raise Electronic Work Order (EWO) and materials request and perform the execution of work upon approval.
· Response to emergency work and to client work order in timely and efficient manner.
· Advice and help the engineering field office supervisor for raising requisition.
· Coordinate and report to Engineering Field Office Supervisor and ultimately to Field Operational Manager.
· Carry on and adhere to safety engineering practice and good engineering workmanship.
· Perform scheduled maintenance service.
· Apply all codes to installations, repairs and maintenance.
· Ensure all requirements as specified by the manufacturer of systems and fixtures are met
· Ensure all installations, repairs and maintenance are properly sized, aligned, supported and graded
· Ensure all installations, repairs and maintenance meet the requirements of the appropriate codes
· Ensure all installations, repairs and maintenance meet environmental protection requirements.
· Perform other related duties as required.
E. QUALIFICATIONS
Education:
The Electro-mechanical Specialist / Technician should have a certification in technical education from a recognized and accredited institution. If not available, the Electro-mechanical Specialist / Technician will need to provide a copy of his/her highest education degree/diploma obtained with employment certificate from or copy of contract with the last employer. The Electro-mechanical Specialist / Technician must have a valid Driving License and be able to successfully pass the UN Driving test.
Experience:
A minimum of 07 years of progressively responsible experience in Electro-Mechanical field and projects, including at least 5 years at the international level.
Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is desirable
Technical knowledge and language:
Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required. Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programs) -or similar international organization or non-governmental organization- in a conflict or post-conflict setting is desirable. Experience working with youth engagement, community and program development and working successfully with community partners are preferable.
French & English are the working languages of the United Nations.
For the position advertised, fluency in oral and written English and French is advisable.
