Learning Specialist, P-3 in Policy, Strategy and Networks Section, DRP NYHQ

Purpose of the Position
This position is within the Learning and Knowledge Exchange Unit, in the Policy, Strategy and Networks Section, within the Division of Data, Research and Policy. DRP seeks to advance the evidence base on children, what works to achieve results, and why; foster policy dialogue and action to support child rights; identify key emerging issues requiring new approaches; facilitate learning and knowledge exchange, including through South-South cooperation, in support of these objectives; and support the development of UNICEF's strategic plan and RBM guidance. DRP is composed of Data and Analytics; Policy, Strategy and Networks (PSN); the Office of Research (Innocenti – Florence); and the Policy Planning Unit.
Through its four Units, PSN serves as the coordinator of partnership building with civil society; corporate strategic planning; learning and knowledge exchange; and corporate positioning and policy advocacy. PSN is also playing a leadership role on the emerging issues of climate change and urban development for children.
The Learning and Knowledge Exchange Unit has the mandate to support formal and informal learning, and to promote sharing, uptake, application and adaptation of explicit and tacit knowledge, within the organization (among UNICEF staff) and beyond (among partners and others working for the realization of children's rights) including through fostering of South-South Cooperation.
Under the overall supervision of the Senior Learning Specialist, the Learning Specialist will be responsible for coordination and development of learning programmes to strengthen the capacity of UNICEF staff in emerging areas of the Strategic Plan (SP). The incumbent coordinates with other Divisions and Regions of the organization to identify content and translate the content into cogent learning packages using a mix of approaches and promote the uptake of the courses through a variety of tools available. The position evaluates impact of learning in the new areas of SP and identify gaps in performance that can be remedied through learning.

  • Key Accountabilities and Duties & Tasks
    1. Development and Delivery of Learning Programmes
    Based on identified needs, needs assist in design and implementation of innovative and focused staff development strategies capable of delivering real performance gains in the organization using a mix of approaches, including formal and informal learning. Implement cost-effectively the approved range of courses by mobilizing internal resources such as AGORA. Identifies external resources to support capacity development of UNICEF staff and partners, where strategic. Communicates learning to staff through a variety of channels.
    2.Identification of Learning Needs
    Monitors and analyses organizational learning needs focusing on new areas of SP, supports the development of tools and coordinates the assessment of existing competencies as well as identify current and future learning needs in emerging areas of the Strategic plan, including Climate Change, Urban, Gender, among others in collaboration with HQ Divisions, Regional Offices and selected Country Offices.
    3.Co-opting and Managing Vendor Relations
    Manages the processes of procuring service to support learning by developing Terms of References, coordinating review of proposals and co-option of vendors and institutions. Coordinates .and manages the interface between external training providers and UNICEF ensuring that the training given meets staff needs and contributes to the acquisition/development of competencies required for effective implementation of the Strategic Plan.
    4.Assessment of Learning Programmes
    Assesses ongoing learning programmes, and ensures consistency of delivery methods, and updates content in collaboration with subject matter experts. Uses assessment to develop lessons learned to ensure that the assessments contribute to improved future products.
    5. Partnership Building
    Establishes partnerships, institutions and other organizations to leverage on their strengths and to ensure that learning developed in UNICEF is widely shared as appropriate and that UNICEF staff can access and benefit from the already existing learning programmes.
    Qualifications of Successful Candidate
  • Advanced University Degree in degree in education, adult learning or other relevant disciplines including, Educational Technology, Management of NonProfit Organizations, Human Resources Development, International Relations, Development Studies.
  • At least five years' experience at the professional level with experience in adult learning. Excellent written and oral communication, experience in developing on-line and face to face learning materials for adult audience. Strong coordination and collaboration skills and sound research skills.
  • Fluency in Englush (written and oral) is required. Knowledge of another UN language is an asset.
