Agriculture/Livelihoods Technical Lead, DFAP, DRC

Background:
Catholic Relief Services (CRS)/CRS will be submitting a proposal in response to the 2015-16 USAID Food for Peace (FFP) Development Food Assistance Program (DFAP) Request for Applications (RFA). CRS/DRC will serve as the prime on the application and will develop the proposal in consortium with other international non-governmental organizations, local implementing partners and international/national research institutions. The proposed program will involve a multi-sectoral response to addressing food insecurity and vulnerability across the former Kasai provinces in DRC. The estimated timeframe for this program is 2016-2021.
Primary Function:
The Agriculture/Livelihoods Purpose Lead will provide technical leadership and guidance to the program while overseeing implementation of high-quality, evidence-based agriculture/livelihoods interventions, strategic planning and coordination, and supervising a team of three technical specialists in the areas of markets, agriculture & livelihoods production and cash/vouchers. In addition, this position will work closely with the Health/Nutrition/WASH Technical Lead, the Sustainability & Governance Technical Lead and the Gender Advisor to develop implementation strategies that maximize opportunities for integration across the program, particularly through One Village Schools. Working with the Gender Advisor, s/he will ensure equitable participation of women, men, boys and girl beneficiaries in Purpose 2 (HHs have improved inclusive social and economic well-being) activities through context-specific and culturally relevant gender transformative approaches. S/he will ensure progress towards agriculture/livelihoods targets while ensuring livelihoods systems are adapted to climate change. S/he will also be responsible for coordinating with Cooperation Technique Belge (CTB), and technical partner NCBA CLUSA to improve production and market opportunities at the community level for sustainable livelihoods incomes. S/he will lead financial and programmatic reporting on Purpose 2 outcomes according to donor requirements and will identify and disseminate best practices and lessons learned for better adapted interventions in the Kasais.
Specific Responsibilities:
Project Refinement and Organizational Learning
  • Provide technical input into the design and implementation of baseline, midterm and final evaluations
· Create/adapt best practice guides, manuals and other technical resources to ensure the quality of nutrition and gender sensitive agricultural and livelihoods programs in collaboration with the government and other technical partners
· With the Monitoring, Evaluation and Learning (MEAL) Coordinator, develop agriculture/livelihoods-specific data collection tools during the refinement period and establish feedback mechanisms on the quality of implementation on the ground
· Support MEAL Coordinator to document lessons learned in agriculture and livelihoods and facilitate their effective use to improve program quality
· Support MEAL Coordinator in developing a learning agenda for agriculture and livelihoods during the refinement period and coordinate its implementation across the consortium
Project Implementation and Reporting
· Ensure that Purpose 2 objectives and targets are met according to proposal and Indicator Performance Tracking Table (IPTT) benchmarks
· Monitor project implementation and ensure that quality standards are being adhered to and maintained throughout the entire implementation process
  • Plan and coordinate agriculture/livelihoods activities in the field in collaboration with implementing partners CARITAS Kananga, CARITAS Mbuji-Mayi and technical partner NCBA CLUSA
  • Ensure that partners have the necessary information, guidelines, curricula and tools for quality technical implementation
· Conduct periodic technical reviews with partners (via meetings, report review, site visits, etc.) to ensure that the direction is in line with the overall agriculture/livelihoods strategy
· Establish a strong relationship with agricultural research partners, INERA, CIAT, IITA and HarvestPlus, and coordinate project activities specific to the dissemination of improved agricultural inputs and technologies
  • Oversee agriculture/livelihoods programming and support the MEAL Coordinator in the collection and verification of Purpose 2 indicators
  • Oversee the integration of activities with other sector programming in collaboration with Sector Leads, Gender Advisor and national and provincial actors
  • Ensure that agriculture/livelihoods approaches are in line with the Government of DRC’s strategies and priorities for the sector
  • Participate actively in agriculture/livelihoods forums and platforms with government partners and UN and other donor partners
  • Prepare technical reports according to agreement requirements
Partnership/Capacity-Strengthening
· Assess the technical capacity of consortium members’ agriculture and livelihoods staff, and support CRS agriculture/livelihoods technical staff to undertake capacity building activities such as trainings and workshops, mentoring and accompaniment.
· Build the capacity of CRS agriculture/livelihoods technical staff and partner staff to understand and monitor technical indicators and to evaluate technical program performance
· In collaboration with the Sustainability and Governance Technical Lead, build strategic partnerships at national and local levels with governmental and nongovernmental organizations as well as private sector to advance the project’s strategic agenda to ensure sustainability of activities
Management, Finance and Donor Compliance
· Manage program budgets, including tracking of financial and material resources and providing regular forecasts.
· Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.
· Ensure staff compliance with all USG and CRS administrative and operational procedures and policies, as well as applicable donor regulations.
· Approve and manage financial transactions within the approved limit
· Manage the recruitment of Purpose 2 CRS staff (development of job description, interviews, selection committee, etc.)
· Manage and supervise a team of three CRS agriculture and livelihoods programming staff (Markets Specialist, and Agriculture & Livelihoods Production Specialist and Cash/Voucher Specialist) based in Kananga
· Conduct performance reviews of CRS agriculture and livelihoods programming staff and identify capacity-building needs

· Understanding of current international and national best practices in agriculture/livelihoods and continuing challenges in agriculture/livelihoods programming while coordinating to implement the DFAP agriculture/livelihoods strategy through a participatory approach
· Computer literate, with strong knowledge of MS Office applications, spread sheets, database programs, and statistical software packages.
· Flexibility, persistence, and ability to work well in a multi-sectoral and multi-cultural team
· Ability to work in a challenging and stressful environment with unexpected challenges
Qualifications:
· Masters or PhD degree in agronomy, agricultural economics, marketing, or related field
· Minimum of 5 years’ experience working with CRS or other humanitarian agencies on an agriculture/livelihoods or rural development project in a management capacity
· Experience in establishing MEAL systems and conducting participative research of qualitative and quantitative nature
· Proven experience in program areas of agriculture/livelihoods, particularly in markets, agricultural production and cash/vouchers, as well as community empowerment and community systems strengthening
· Demonstrated experience building linkages and alliances between small farmers and input providers and/or other services providers
· Experience working in the Kasais preferred
· Demonstrated ability to strategically lead high quality technical staff and program managers
· Knowledge of USAID and USG grant regulations and procedures, USAID/FFP-specific policies and procedures in Title II Food Programming preferred
· Excellent written and oral communication skills in English and French required
· Working knowledge of English and Tshiluba is a plus
