We are looking for a dedicated and experienced Programme Development Manager (PDM) for NRC’s Information, Counseling and Legal Assistance (ICLA) programme in the Central African Republic. The ICLA programme in CAR focuses on promoting and protecting Housing, Land and Property (HLP) rights as well as preventing and resolving land conflicts through Collaborative Dispute Resolution methodologies. In 2017, the ICLA programme will expand into the field of Civil Documentation. The ICLA PDM will be responsible for design, develop and implement the ICLA programme in the Central African Republic (CAR).
Job description
- Develop ICLA CC strategy, technical guidance and Macro LFAs
- Compliance with and adherence to NRC policies, guidelines, tools, and handbooks
- Responsible for the development and management of funding proposals, project budgets and donor reports
- Overall management of project staff
- Coordinate and manage ICLA project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
- Ensure capacity building of project staff and transfer key skills
- Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/cluster/working groups.
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- Ensure high technical quality of projects and synergies with other NRC programmes
- Design trainings for Humanitarian actors, government officials, community leaders and other stakeholders
- Identify Housing and Land disputes dynamics (Conflict Prevention and Conflict Resolution…)
- Research and analyse Housing, Land and Property (HLP) challenges in CAR
- Facilitate the CAR’s Housing Land and Properties Working Group
- Liaise with government officials, humanitarian/development actors, and civil society
- Provide internal reports on time and with high quality
Qualifications
- Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
- Experience from working in complex and volatile contexts
- Expertise in legal assistance (collaborative dispute resolution methods, HLP rights, and civil documentation issues are strong assets)
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Professional fluency in English and French, both written and verbal
- Valid driver’s license
- Knowledge of the context in CAR
