OVERVIEW OF CTG GLOBAL

OVERVIEW OF THE POSITION
The Stabilization Facility for Libya (SFL) is an immediate stabilization initiative that provides quick rehabilitation of critical infrastructure, and enhances the engagement between the central government and municipalities. The Stabilization Facility will repair light infrastructure within the conflict affected areas to reverse the physical disruption caused by the conflict, and enable the reopening of key services at the municipal level. It may also support quick recovery of businesses that are critical to the survival of whole communities through rehabilitation and provision of equipment. Through these activities it will also aim to boost the capacity of municipalities.
GENERAL FUNCTIONS
Role objective:
UNDP will undertake rehabilitation of light infrastructure and critical businesses destroyed by conflict in East, West and South Libya.
The project will support the following types of infrastructure rehabilitation:
• key public infrastructure including clinics, hospitals, schools and police stations and government buildings;
• rehabilitation of waste water treatment facilities, and water networks;
• rehabilitation of power stations, electricity networks, power grids and other destroyed electricity infrastructure;
• Rehabilitation of roads and bridges;
• Rehabilitation of small businesses that are critical to the community (e.g. bakeries)
UNDP will also require provision of equipment that will complement the works, including:
• Provision of equipment including alternative electricity sources.
• Provision of equipment to small businesses being rehabilitated.
The project calls for rehabilitation of the existing hospital in Kikla, which will restore the existing hospital fully functional in all Wards of the hospital.
Expected output:
-Conduct physical inspections to assess the status and conditions of the existing electrical and mechanical systems in the hospital.
-Produce technical reports describing the scope of repair and maintenance works that should be carried out, to render the existing electrical and mechanical systems fully functional and durable.
  • Prepare and produce Bills of Quantiles and specifications, with sufficient details to enable bidders quote for required works. The BOQs shall incorporate all required mechanical rehabilitation works, including the Air Conditioning systems, plumbing, sanitary and drainage systems.
-Prepare and produce BoQs and specifications for the electrical works that should be carried out.
-Prepare cost estimates for performing the required rehabilitation works pertaining to the electrical and mechanical works systems.
-Make any corrections or clarifications requested to produce final BoQs.

ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in Electrical Engineering from an accredited university.
Work experience:
§ Minimum of 3 years of demonstrable relevant Engineering – Electrical experience.
Geographical experience:
§ Minimum of 3 years of experience in Africa with local experience in Kikla, Libya is an advantage.
Languages:
§ Fluency in Arabic and English are essential.
Key competencies:
Proven ability to work with multi-disciplinary teams and liaison with local authorities.
• Full proficiency in spoken and written English.
• Ability to analyze a situation and produce structured reports.
• Excellent interpersonal skills and ability to establish effective working relations in a team environment.
• Use of information technology effectively as a tool and resource
• Organizational and managerial skills, ability to communicate / negotiate.
• Self-disciplined with strong ethics.
• Ability to work independently and to take initiatives
• Flexibility, resistance to stressful situations
