Consultant to facilitate a leadership training for Monitoring, Evaluation and Research (MER) managers for Plan International in West Africa

Background

To increase MER related capacity in Country Offices, Plan West Africa has rolled out minimum standards for MER staffing. As part of the staffing standards, each Country Office (CO) has an MER unit led by a MER manager who line-manages 03-04 staff. In addition to the direct reportees, between 02 – 10 staff have technical reporting lines to the MER manager (matrix management). A key challenge for MER managers has been to influence Senior staff to take evidence based decisions, to build up motivated and high performant teams and to mobilize sufficient budget for MER. To strenghten their capacity in this domain, the Regional Office MER unit has agreed to organize a leadersship training for the MER managers of all 13 COs.
For the preparation and facilitation of the leadership training, we would like to hire a consultant. The current ToR outline the tasks and working conditions of the consultant.

Purpose of the training

The purpose of the training is to strengthen the leadership competencies of MER managers to enable them to
  • influence successfully decision making processes in Senior management,
  • collaborate effectively with other departments and
  • ensure high perfomance and motivation in their team
The specific objective is to build up leadership presence, effective communication and strategic thinking competencies as well as delegation, coaching, conflict management skills and team management skills.

Workshop participants and methodology

The training participants will be the MER managers from Plan International’s Country Offices in West Africa. The total number of expected participants is approximately 15. The majority is fluent in English, however, there are 03 or 04 participants who will probably need translation during the training which can be organized by Plan. All participants are expected to develop a short action plan during the training on key initiatives that they are going to implement to demonstrate good leadership behaviour.
The workshop facilitation will be participatory and make use of various practical exercises (including role-plays) to allow participants to become aware of their behaviour and to learn new skills. To ensure solid outcomes, sessions will include the formulation of actions to be implemented after the training. The training will be facilitated by a consultant specialized in leadership and coaching trainings. Pre-post tests will be conducted to assess pre-learning level and knowledge gain of participants.
For the preparation of the workshop, the consultant will work in close collaboration with the Regional Head of MER (Alice Behrendt). He/she will be hired for a period of three days to support and facilitate the training activities. All documents produced by the consultant have to be submitted in English (and if possible French) and in Micro Office format.

Scope of the work and principal tasks of the consultant

  • Prepare a training manual and handouts covering the high level agenda topics for the three days in English (and if possible French). The training material needs to be submitted to the regional office at least 14 working days to the training. It should also include references/ sources for further self-directed learning. If translations of the material have to be done by Plan, the documents have to be submitted at least 04 week prior to the training.
  • Prepare and facilitate a 3 day program on leadership:
  • Requirements for the content of the session: the following high level agenda topics should be covered by the training:
  • Prepare and implement a multiple-choice format pre-post test to capture pre-training level of knowledge and post-training knowledge gain of the participants.

Expected outcomes

At the end of the workshop, the participants should

  • Be more knowledgeable on matrix management, leadership behaviors and styles, effective communication, delegation and decision making;
  • Be more self-aware and have increased leadership presence;
  • have gained insights on basic coaching and conflict management skills
  • have identified concrete actions/ situations in which they will try to influence other managers using newly acquired skills and knowledge
  • have identified concrete action to increase the motivation and performance of their teams

Qualifications, technical expertise and level of experience required

  • Certified coach
  • Experience in managing teams and in working with matrix management
  • At least 10 years of experience in coaching and leadership training
  • Experience in leading and training multi-cultural teams;
  • Solid experience in participatory workshop facilitation;
  • Fluency in English and notions of French are an advantage
  • Experience in working with people from West Africa is an advantage

HOW TO APPLY:

Submission of Proposals

Responding consultants meeting the above criteria shall prepare and submit by ****30th November 2015****a financial and technical proposal including
  • a description of the proposed workshop facilitation approach (including an overview of teaching material to be used);
  • a CV
  • two references of previous clients
  • the expected honorarium for preparing and facilitating the training to waro.procurement@plan-international.org in Plan West Africa’s Regional Office.

    Timelines and venue**
    The training will take place from 11th – 13th February 2016 in Saly, Senegal. Plan will cover all travel related and accommodation expenses.

It is understood and agreed that the Consultants shall, during and after the effective period of the contract, treat as confidential and not divulge, unless authorized in writing by the Plan, any information obtained in the course of the performance of the contract. The selected consultants will commit to sign and respect Plan’s child protection policy.
