MSH is seeking a Financial Business Manager for an anticipated Centers for Disease Control and Prevention (CDC) proposal in Tanzania. Under the PEPFAR, this project will provide Institutional Capacity assistance to local partners in developing Leadership, Organizational and Financial Management capacity to provide a sustainable response to the Human Immunodeficiency Virus (HIV) epidemic in the country. The goal of this program is to strengthen the leadership, governance and management of the US Health Human Services Department (HHS)-funded local partners, including the Ministry of Social Welfare (MOHSW), other host government institutions, local governments, community based organizations (CBOs), faith based organizations (FBOs) and other private sector initiatives funded by HHS.
The Financial Business Manager is responsible for overseeing the administrative and financial management of the project. S/he ensures timely and effective implementation of program’s technical scope of work in Tanzania. S/he assists the Principal Investigator with project management (including operations, human resources finance management, and team building), assessing project progress against benchmarks, organizing monthly staff meetings, and supervising project support functions. The Financial Business Manager is responsible for ensuring that the Project functions efficiently in all financial and administrative matters, directly supervising administrative staff and providing oversight to all subcontract management issues. Additionally, s/he collaborates with the Principal Investigator in assuring that all technical activities under the Project are implemented in a timely and effective manner and in compliance with the terms of the Project contract. S/he will also contribute technical assistance to the institutional capacity building and performance improvement activities of the collaborating partners. The Financial Business Manager is knowledgeable of and adheres to MSH’s Procurement Integrity standards and procedures in all project management responsibilities.
Specific Responsibilities
- Supervise and mentor the Project’s Grants, Finance and accounting staff, Administration Manager and all operations and administrative staff.
- Oversee all project budgeting, procurement, inventory, forecasting, and financial reporting.
- In consultation with and support from home office support staff, establish and supervise a functioning organizational structure for the Project Office, complete with financial and administrative procedures based on MSH Standard Operating Procedures (SOP) and Project Management Manuals.
- Responsible for identifying and refurbishing office space, negotiating leases and procuring networking and office equipment, furniture, vehicles and all other inputs required for a fully-functional set-up.
- Supervise the procurement of all Project equipment, supplies and services, ensuring that CDC’s contractual requirements and MSH procurement policies are followed.
- Maintain complete inventory of all Project equipment in accordance with MSH and CDC’s inventory record requirements.
- Establish and maintain all information systems required to verify Project accomplishments, work-in-progress and use of Project resources and supplies.
- Ensure timely and appropriate logistical support to the Project technical teams and District Coordinators.
- Create a conducive and motivational working environment with the goal of getting the best performance out of everyone.
- Collaborates with the Principal Investigator in managing and monitoring progress of Project activities and assuring that performance goals are met. Act in place of Principal Investigator in his or her absence. Represent the project in dealings with CDC, the MOHFP and other partners as assigned by the Principal Investigator.
- Oversee all aspects of the Projects’ HR function and ensure all personnel files are updated with current employee information, including, but not limited to current job descriptions, CVs and performance review documentation.
- Obtain travel approval for all international short-term technical assistance staff (including those for the sub-contractors), using MSH standards approval format. Obtain local consultant approvals from CDC as necessary, prepare Consultant Agreement for each consultancy and ensure that consultants sign contract and are paid only after they meet the terms of the Consultant Agreement.
- Liaise with MSH home office to ensure that audit requirements are met.
- Implement and support technical activities as identified by the Principal Investigator
Qualifications
- Master’s degree in Business Management or in other areas relevant to management such as logistics, finances, project management or equivalent relevant experience required.
- Significant operations and financial management experience in developing countries required; experience in public health related activities is preferred.
- Relevant experience in subcontract and grant management preferred.
- Experience managing CDC or other US government-funded activities and thorough knowledge of applicable regulations and requirements.
- Excellent cross-cultural communication and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, clients and consultants.
- Strong leadership, analytical and organizational skills; demonstrated by ability to work both independently and within a team, assess priorities, and manage a variety of activities with attention to detail.
- Expert skills in Excel Spreadsheets, QuickBooks or similar accounting software, as well as Word; comfortable in a Windows PC environment.
- Fluency in English and Swahili.
