War Child programme in Burundi

War Child has been working in Burundi since 2008 through partners, and is currently implementing psychosocial, child protection and education programmes through a community based and child rights approach. Its use of creative methods across all the activities significantly contribute to the psychosocial wellbeing of children and young people who have suffered from almost 15 years of civil war. War Child is one of the few international child protection NGOs with a strong presence in the war torn Bujumbura Rural/Mairie, Bubanza, Cibitoke and Bururi/Rumonge provinces.
The Burundi programme will support options for cooperation and exchange with War Child offices in the Great Lakes Region (Uganda, D.R. Congo). War Child is committed to add value to the development of a sustainable programme which suits the local needs and works closely with Burundian local organizations and relevant government institutions.

Your challenge

You will ensure that the projects are developed and implemented in an effective manner in line with War Child’s mandate and you will ensure the quality of the content of the programme. You support and build capacity of the local partner and War Child national staff to ensure quality, sustainability and timely implementation of the programme.
You are the technical/content advisor to the Country Director (CD) and the Projects/Provincial Coordinators (PC). You are a member of the Country Management Team and you report to the CD.

Your tasks and responsibilities

1. Realisation of War Child’s country programme;
  • Responsible for the planning, monitoring and evaluation of programme implementation in cooperation with the M&E officer and the Projects/Provincial Coordinators;
  • Responsible for the overall quality of the programme (child protection, psychosocial, education component) in cooperation with eventual Programme Development advisors;
  • Responsible of partners’ programme implementation and supporting role of the OSM for the monitoring of partners’ contracts;
  • Contributes to the development of the Country Strategy and the production of the annual plan;
  • Ensures Country Strategy is in line with the context of the programme (looking at capacity of the programme staff and determining the methodology which will contribute) based on assessments, lessons learned and best practises;
  • Leads and facilitates process of developing (and writes) programme and project proposals and ensures that they correspond with War Child’s mandate;
  • Advises CD and OSM on programme/project content, direction and implementation, proactively;
  • Asks for support/ suggests actions to technical advisors at HQ;
  • Reports to the CD on programme implementation and programme effectiveness;
  • Supports the Country Director in identifying donors.
2. Capacity building staff & local partners
  • Develops training manuals (with support of the technical advisors at HQ) for the team, partners and for the implementation of the programme
  • Carries out trainings and individual coaching for programme staff and local partners;
  • Oversee the quality of trainings delivered by the staff and partners through regular on the job coaching in cooperation with the PDA;
  • Provides inputs to the CD for performance appraisals of the implementing programme staff;
3. Management of staff
  • Manages own staff by guiding, coaching, instructing, and motivating;
  • Prepares terms of references and is involved in recruitment of staff;
  • Conducts appraisals and feedback; team development and discusses career perspectives with staff of his/her unit;
  • Manages well-being of the staff in his/her unit;
  • Reports to the CD and OSM on HR issues within his/her unit;
  • Advises the OSM and CD in recruitment of staff.
4. Maintain network of contacts/ representation
  • Ensures appropriate communications, information exchange and sharing within field team;
  • Develops and maintains productive relationships with local governments, UN agencies and other INGOs, donors and communities, among others through representing War Child in coordination platforms;
  • Acts as main Focal Point for programme and Grant Management coordination with HO;
  • Supporting role of the CD for donors’ visits and presentations of War Child Programme.
5. Finance and Human Resources (supporting role of OSM)
  • Supporting role of the OSM in ensuring that the programme staff maintain an efficient financial control (of cash flows, local payment, etc), accountability standards, procedures and records for the location;
  • Supporting role of the OSM in ensuring financial control is consistent with the instructions and procedures for the country programme;
  • Supporting role of the OSM in preparing budget and budget control;
  • Supporting role of the CD in looking for potential donors for the emergency response programme.
  • Ensures that National Staff HRM policies are in place and adhered to;
  • Follows the guidelines set by the OSM on HRM administration & policies;
  • Actively seeks advice from the OSM on HR and finance issues.

Profile

  • Five years of experience with programme management in an international humanitarian or development context;
  • Experience in developing and implementing emergency programmes;
  • Experience with management, training and capacity building of senior and junior staff;
  • Experienced in community development work;
  • Relevant academic background (Psychology, Pedagogy, Community Development, Social Sciences);
  • Knowledge of child protection and psychosocial programmes within emergency settings;
  • Knowledge of participatory assessment and community based programming;
  • Knowledge of quantitative and qualitative monitoring & evaluation tools;
  • Understanding of finance and HR tools & systems;
  • Good analytical and problem solving skills;
  • Capacity building and training skills, including strong coaching skills to coach others;
  • Written and oral expressions skills for writing proposals and reporting;
  • Able to assess social/ political situations and able to act in a diplomatic way in delicate situations;
  • Capability to decide on tactical and operational issues;
  • Excellent French and English;
  • Team player to manage staff and to be part of a team;
  • Hands-on mentality;
  • Affinity with War Child’s mandate.
