Chief of Party, Liberia

Based in Washington, D.C., ACDI/VOCA is a nonprofit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security in order to promote broad-based economic growth and vibrant civil society. ACDI/VOCA currently has approximately 34 projects in 26 countries and revenues of approximately $174 million.
Chief of Party, Liberia
ACDI VOCA is currently seeking a Chief of Party for a potential Title II Development Food Aid Program (DFAP). This multi-year, non-emergency program is integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program’s ultimate goal is to reduce food insecurity among vulnerable households. The program focuses on strengthening livelihoods and improving nutrition among children under five, incorporating disaster risk reduction and response mechanisms and conflict sensitive approaches. As Chief of Party (COP), his/her responsibilities will be to assume responsibility for overall DFAP program management ensuring achievement of objectives. The COP will provide leadership, oversight, and support to all aspects of the program. The COP will promote strong relationships with the USAID Mission, the host government, sub-recipient partners and other donor and non-governmental organizations. Travel is expected to be over 50% of the time in-country.
Responsibilities:
  • Assume responsibility for overall program management of the DFAP and act as Country Representative.
  • Provide leadership, oversight, and support to all aspects of the program including improving livelihoods of beneficiaries, and promoting improved health and nutrition.
  • Promote strong relationships with the USAID Mission, the host government, and other donor and nongovernmental organizations.
  • Supervise budgets and financial accounting; work with headquarters staff on development of budgets and, pipeline analyses; oversee commodity management and logistics staff to manage commodity pipelines.
  • Oversee the design, development and implementation of strategies to improve agricultural productivity and increase rural household incomes.
  • Promote market linkages and involvement of private sector.
  • Ensure timeliness of monitoring and evaluation activities. Develop reports for donor and ACDI/VOCA management.
  • Coordinate activities and write annual results report, resource requests, quarterly reports and pipeline analyses.
  • Coordinate with HQ and communications staff on development of profiles, success stories, etc.
  • Assist in the marketing, design and development of other ACDI/VOCA projects in the host country or other countries, as needed.
Minimum Qualifications:
  • Minimum of 5 years overseas managing large, complex multi-year USAID funded projects with multiple implementing partners.
  • Minimum 10 years’ relevant food security/livelihoods experience and market systems; experience working with agro-pastoralist or pastoralist populations is preferred.
  • Work experience in Liberia is preferred.
  • Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is highly preferred.
  • Familiarity with commodity management best practices under P.L. 480 preferred.
  • Effective record of building relationships with governmental organizations as well as private and community organizations is required as well as possessing a strong teamwork spirit.
  • Established track record of achieving results within difficult working environments is required.
  • Advanced degree in management, international development, or a pertinent field is highly desirable.
  • Fluency in English is required.
