Job Description
The Millennium Water Alliance seeks a Monitoring Evaluation and Learning (MEL) Advisor for an anticipated 5-year Transform WASH Program in Ethiopia expected to be awarded by USAID in the fourth quarter of FY2016. Transform WASH aims to accelerate correct and consistent adoption of improved WASH behaviors, with a focus on sanitation, through support to the public and private sectors in geographic areas targeted by other USAID Ethiopia health and nutrition activities through 1) Increased WASH governance and management capacity at the subnational level; 2) Increased demand for low-cost quality WASH products and services, with a focus on sanitation; 3) Increased supply for low-cost quality WASH products and services, with a focus on sanitation; and 4) Increased knowledge base to bring WASH innovations to scale.
Reporting to the Chief of Party, the MEL Advisor will lead the design of Monitoring Evaluation and Learning systems for catalytic models of sustainable service delivery and strengthen governance for resilient and sustainable management of WASH services in Ethiopia. The ideal candidate should be knowledgeable of USAID and Government of Ethiopia (GoE) policies and indicators, an adept manager, experienced in evaluating new technologies and methods, and will lead the MEL team from Addis Ababa with frequent travel to implementation regions.
Specific MEL Advisor responsibilities include the following:
- Provide strategic leadership in designing, developing, and implementing a monitoring, evaluation and learning framework for Transform WASH
- Oversee the design and implementation of performance monitoring plans, indicators, and systems for data collection; and ensure adequate capacity and compliance by Transform WASH staff members and sub grantees
- Develop the project’s data management systems—including a longitudinal and relational database for increased data accuracy, timeliness, and reliability for assessing overall project impact and coverage
- Work to integrate and institutionalize data systems developed for the program with existing GOE systems and processes
- Lead analysis, systematic documentation, publication and strategic dissemination of results, as appropriate
Required Experience and Skills:
- Advanced degree in statistics, demography, information communication technology (ICT), or related field
- Minimum of 10 years of experience in monitoring and evaluation of multi-sectoral WASH or private sector programs, especially related to current Ethiopian local government context
- Proven experience in database management, M&E or evaluation
- Strong knowledge of and experience with systems and indicators used by USAID and the GoE
- Strong supervision and mentoring/capacity-building skills.
- Excellent language skills in both English and Amharic, both interpersonal and written communication
- Strong MS Office skills, including Word and Excel
